This proposal revises the relationship originally recommended in a NRC-CHABA report (1977) to reflect more recent community response data and additional analyses of previous data. The use of sound level-weighted population as a means for assessing noise impact, as originally proposed by CHABA, is retained in this proposal. (Author).
