Typically political scientists attempt to answer this question by relying upon either empirical analysis, which explains existing political practices, or normative analysis, which prescribes ideal political practices. Political scientist Paul Schumaker rejects this distinction between empirical and normative theory. Instead, he weds the two approaches to create the new analytical mode he calls critical pluralism. With it he can measure variances in government from pluralist/democratic ideals and still provide theoretical explanations of why the variances occurred. Schumaker uses critical pluralism to describe, explain, and evaluate variations in three key measures of democratic performance: responsible representation, complex equality, and principle-policy congruence. To test his framework and methodology he analyzes 29 community issues that arose in Lawrence, Kansas, between 1977 and 1987. The results of his study—one of the most comprehensive databases ever in the study of community politics—will be of interest to those who study community power. The conceptual framework itself and methodology used in assessing democratic performance will have a lasting impact on the way community government is studied.

Book excerpt: American political theorist Robert Dahl’s 1961 work of political theory exhibits deep levels of creative thinking. When Dahl wrote, the American system of liberal democracy was generally considered to be shaped by a small group of powerful individuals who dominate because they are wealthy and influential. But by connecting the evidence in a new way in Who Governs? Dahl argued convincingly against this view. Dahl suggested that power is actually distributed among a number of competing groups, and that each of those groups seeks to influence decisions. He puts forward a definition of political power as the ability to make others do what you want them to, concluding that – while most people do not actively participate in politics and so do not exert a direct influence – power is still fragmented, and citizens do indirectly shape decision-making. Dahl’s novel explanation of the existing evidence emerged from a study of three areas of policy-making in the city of New Haven: political nominations, urban redevelopment, and public education. His research revealed that different people wielded power in each area, and that only the mayor, whose power is checked by those who vote for him, was powerful in all three. These new connections allowed Dahl to arrive at fresh conclusions and convincingly demonstrated that the US operates a pluralist system in which power is divided between different interest groups.

Bachrach and Botwinick argue that the answer is to construct a theory of participatory democracy that would include a democratic concept of class struggle; a concept that provides workers and their allies an effective and legitimate course of political action. They see this concept not only as a means to encourage workers to become politically active to gain participatory rights, but also as a means to strengthen the democratic process as a whole.
