Book excerpt: The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 15, namely "Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss" and contains the description of a range of terms, which allow a better understanding and foster knowledge. CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. It is not a manual with explanatory details about implementation measures; rather, it helps the reader to understand the complexity of CBNRM, and provides a guide to other resources that will assist in enhancing learning. Part I consists of ten chapters. After introducing the CBNRM concept, consideration is given to the following: History as a Determinant of Progress; Economic Foundations; Well-Being, Livelihoods and Business; Institutions and Governance; Stakeholder Analysis; Adaptive Management; Capacity Development and Learning; and Communication for Effective Implementation. Part II is devoted to eight case studies from the Southern Africa region that illustrates some of the issues considered in Part I. The finding finally presented suggestions that will be helpful for the ultimate credit of the proceeding.

Over a three-day period twenty-two analysts and practitioners of public participation from the United States and Europe came together to address one of the most pressing issues in contemporary environmental politics: How can environmental policies be designed in a way that achieves both effective protection of nature and an adequate representation of public values? In other words, how can we make the environmental decision process competent and fair? All the invited scholars from academia, international research institutes, and governmental agencies agreed on one fundamental principle: For environmental policies to be effective and legitimate, we need to involve the people who are or will be affected by the outcomes of these policies. There is no technocratic solution to this problem. Without public involvement, environmental policies are doomed to fail. The workshop was preceded by a joint effort by the three editors to develop a framework for evaluating different models of public participation in the environmental policy arena. During a preliminary review of the literature we made four major observations. These came to serve as the primary motivation for this book. First, the last decade has witnessed only a fair amount of interest within the sociological or political science communities in issues of public participation.

In the global quest for sustainable development and democracy, participation in natural resource management by these communities has become an important component in rural development and biodiversity conservation programmes. The proliferation of CBNRM initiatives in the LDCs, however, has so far not yielded any fundamental reductions in poverty and insecurity in the targeted communities. This has raised questions about the viability of CBNRM as a strategy for articulating the development objectives of local communities. Questions have also been raised about the ideological bases of CBNRM. This dissertation presents an analysis of participation in a CBNRM initiative by the Makuleke community of South Africa. Focus is on the issues of community control and gender in the CBNRM process. Findings by the study show that the preconditions for community-level control have largely been met and the Makuleke CBO structure has been constituted as a representative and legally accountable entity. However, there apparently subsists a view that indigenous rural communities like the Makuleke cannot be fully entrusted with leadership roles in CBNRM. The study also finds that despite the securing of gender rights of access to bases of social power and productive wealth through legislative instruments, some social structures and attitudes that favour male dominance remain entrenched in the Makuleke community. These militate against the strategic participation by women in environmental governance and in the benefits stream emanating from CBNRM. The dissertation argues that the success of the CBNRM initiatives such as the Makuleke's will depend on a more complex interplay of variables tan solely on the empowerment of the community through strengthening of CBO structures, securing resource rights, entry into the benefits stream and developing of capacities. Success will largely depend on the ability of CBNRM programmes to achieve fundamental reductions in poverty and insecurity. Since there are multiple jurisdictions in CBNRM, LDC states will have to strike a difficult balance or make a critical choice between promoting the interests of Northern agencies in order to secure conditions of production and defending the interests of local communities in order to secure social integration. The responses by LDC states will have significant implications on the success of CBNRM initiatives.

It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Providing practical but theoretically robust tools for implementing CBNRM it will also appeal to professionals and practitioners working in communities and in conservation and development.
