Book excerpt: Excerpt from Community Facilities Plan and Public Improvements Program In the Beaufort area, as in other communities, there exists the problem of adapting public facilities and services to changing conditions. The solution to this problem should be a principal concern of all persons interested in Beaufort's growth and improvement. Unless adequate systems of schools, libraries, parks, playgrounds and other public facilities and services are provided, Beaufort will likely experience difficulty in attracting new industry and commerce, lose a per centage of existing commercial and industrial activities, and be subjected to the problems resulting from a decline in population. A part of an effort to help insure that the above possibilities do not become a reality, the Mayor and Town Commissioners of Beaufort initiated this general study of the community's public facilities and services. Book excerpt: Excerpt from Community Facilities Plan and Public Improvements Program, Aberdeen, North Carolina The third important reason it is important to plan for community facilities has to do with cost. Services such as water, sewer, and streets are designed to be used for many years and they require large initial outlays of capital. Once a facility such as a street is constructed, the community normally will have to use it and live with it for many years regardless of whether it was designed or located properly. This book was released on 2018-03-18 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Community Facilities Plan and Public Improvements Program Aurora, N. C For protection and convenience man has tended to congregate into groups ever since time began, Man is more gregarious today than he has ever been. For instance, this can be seen in the history of the United States. Less than a century ago, 75 per cent of the population in this country lived on farms. Today, the reverse of this is true, About 75 percent of the population now lives in cities and towns. One of the reasons for this is the advances which have been made in farm technology. Farming manpower requirements have been cut tremendously during this century. The farm machine can do today in one hour what it once took several men to do in one day. Where can man go when he is replaced by a modern farm machine? Where can he go to earn a living? The answer to this question apparently is to the cities and towns of our, country to earn his livelihood. There must be something special about cities and towns that make people flock to them. For instance, why are people congregating in the Aurora area? Certainly the Texas Gulf Sulphur Mining Operation at Lee's Creek is one of the answers. However, this probably is not the only answer because in this day and age man can travel long dis tances to and from work with the modern automobiles that he owns. Aurora must have some other attraction than proximity to the Lee's Creek mining site. Probably one of the most important is the services which the town provides. Tqwnsoane cente58' where nearly every function in which man is involved is carried on. The Aurora community is comprised of many elements: physi cal, cultural, financial, governmental, etc. Aurora is the focal point of numerous activities which represent investments of hun dreds of thousands of dollars in land, building, streets, and. Book Community Facilities Plan Red Springs N C Classic Reprint

Download or read book Community Facilities Plan Red Springs N C Classic Reprint written by N. Carolina Community Planning Division and published by Forgotten Books. This book was released on 2017-11-19 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Community Facilities Plan, Red Springs, N. C The Community Facilities Plan is one of a series of studies undertaken by the Town of Red Springs to aid in the maintenance of a desirable community and to guide its future growth and development. Other studies are: Population and Economy, Land Use Analysis, Land Development Plan, and the Public Improvements Program. Each of these is a useful tool to aid town officials, businessmen, and residents in making decisions concerning the town's development and their own future. The Community Facilities Plan is concerned primarily with services offered by the Town of Red Springs. Some services offered by private and semi-public organiza tions as well as other governmental agencies are also included. The first step in developing the plan is the review of the existing situa tion. The existing situation is then compared to national, state or local standards for the services. Such standards are explicit statements of national, state, and local policy. However, current levels of service may be considered as the implicit statements of present or past operating policies. Standards as well as operating policies often need revision. An evaluation of current conditions gives an indication of current deficiencies. Forecasts and projections are necessary to estimate future needs and then plan for their provision. Recommendations are made to correct current deficiencies and meet future demands. These recommendations are included for both operating procedures and capital improvements. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Download or read book Lee County North Carolina Community Facilities Plan Public Improvements Program Classic Reprint written by Division Of Community Planning and published by Forgotten Books. This book was released on 2018-09-07 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Lee County, North Carolina, Community Facilities Plan, Public Improvements Program Historically, the primary purpose of counties was to serve State purposes and functions in a given area rather than to serve the purposes of a particular geographic com munity. Counties are creatures of the state, created to carry out state policy and having no powers other than those expressly authorized by the state. Many tradi tional county activities such as education, courts, and administrative functions are performed under legislative mandate. The General Assembly has directed counties to provide these services. Many more recent county services such as fire protection, libraries, hospitals, and recrea tion are provided with legislative approval at the disere tion of individual counties and voters therein. These often require approval of special tax levies or bond issues by vote of the people. The General Assembly makes two kinds of laws: general laws which apply state-wide and local or special laws which apply within named counties or cities. A special law passed by the 1967 General Assembly authorizes the adoption and enforcement of minimum housing standards in Lee County. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Public Improvements Program, 1962: Elizabeth City, North Carolina The purpose of the Public Improvements Program is to present a staging in logical sequence of the Public Improvements needed during the planning period extending to 1980. These improvements, which include such facilities as schools, fire stations, parks and utilities, were proposed and detailed in the Community Facilities Plan. In this report each improvement is listed according to the anticipated year it will be needed based upon trends in City growth and development. Priorities are not suggested within the year group. Improvements which involve both purchase of land and development of facilities are listed as separate items because of the necessity of pur chasing the site in advance of providing improvements. Some improvements are divided into several stages, because the entire improvement is not needed at once, or because of the necessity of financing it over a period longer than a year. Financing the proposed improvements is largely a public responsibility to be ad ministered through various agencies of the City and County Governments. The finane ing method most often used in this report is Current Revenue. Current Revenue in this instance reflects not only the current operating budget, but also any reserves on hand whether accumulated from taxes levied for special projects or from reserves accumulated over a period through savings in the operating budget. Whenever possible, the Current Revenue method of financing is recommended because it is generally more acceptable to the Public than Bonds and it is usually more economical. However, when the cost of a project, or series of projects, is too great for Current Revenue, Bonds are recommend ed as a means of financing.
