The Bennett Army National Guard Facility is a 243-acre site (more or less) located in Arapahoe County, Colorado, approximately 30 miles southeast of Denver, Colorado. The installation's primary mission was from 1961 to 1965, when it served as a Titan Missile Launch Complex. Book excerpt: In December 1988, the Defense Secretary's Commission on Base Realignment and Closure released a report which recommended the Bennett Army National Guard Facility (BANGF) for closure. In March 1989, the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), since renamed the U.S. Army Environmental Center (USAEC), was assigned the responsibility for centrally managing the Base Realignment and Closure Environmental Restoration Program. As part of this program, sample design plans were prepared by R.L. Stollar & Associates (1991) to support the performance of a Remedial Investigation and Feasibility Study (RI1FS) at BANGF. Subsequent to the initial preparation of the plans, funding was suspended, and the actual RI/FS field work was not conducted. In September 1993, BANGF was selected for inclusion on the Federal Agency Hazardous Waste Compliance Docket. EPA policy requires a preliminary assessment (PA) and, if warranted, a site inspection (SI) be submitted within 18 months of being listed on the docket. This Sampling and Analysis Plan has been prepared to support an SI to meet this requirement.

VHFS is a 701-acre facility located 30 miles west of Washington, D.C. The Installation is used by a variety of tenants to research, develop, produce, and sustain new signals warfare technology for military intelligence. Federal government records, records of adjacent property, employee interviews, visual inspection of the facility, visual inspection of adjacent property, title documents, and aerial photographs were used to divide the Installation into one of four categories of Parcels: CERFA Disqualified Parcels, CERFA Parcels with Qualifiers, CERFA Excluded Parcels, or CERFA Parcels. Based on these designations, approximately 149.5 acres of the facility fall within 20 CERFA Disqualified Parcels, 135 acres fall within 12 CERFA Parcels with Qualifiers, and 416.5 acres fall within 17 CERFA Parcels. No CERFA Excluded Parcels were identified on the Installation. (AN).

Lexington-Bluegrass Army Depot is a 774-acre site (more or less) located in Fayette and Bourbon Counties, Kentucky, approximately 10 miles east of Lexington, Kentucky. The installation's primary mission is to provide storage and overhaul of vital communications equipment. Activities associated with the property that have environmental significance are electroplating, stripping, cleaning and coating of equipment, photographic processing, vehicle maintenance, printing, and fuel storage. TETC reviewed existing investigation documents; U.S. Environmental Protection Agency (USEPA), State, and county regulatory records; environmental data bases; and title documents pertaiing to Lexington-Bluegrass Army Depot during this investigation. In addition, TETC (The Earth Technology Corp.) conducted interviews and visual inspections of Lexington-Bluegrass Army Depot as well as visual inspections and data base searches for the surrounding properties. Information in this CERFA Report was current as of April 1994. This information was used to divide the installation into four categories of parcels: CERFA Parcels, CERFA Parcels with Qualifiers, CERFA Disqualified Parcels, and CERFA-Excluded Parcels, as defined by the Army. TETC determined that approximately 318 acres of the 774 acre property fall within the CERFA Parcel category.

Satisfying this objective requires the identification of real property where no hazardous substances or petroleum products, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), were stored for one year or more, known to have been released, or disposed. FWDA is a 21,812 acre installation located in northwestern New Mexico, near the city of Gallup, New Mexico. Old Fort Wingate was established in 1850. During WWII, it was a storage point for overseas shipments and has been used predominantly for the storage of ammunition. It was also used to test Pershing missiles. The active mission of FWDA ceased in January 1993. ERM reviewed existing investigation documents; U.S. Environmental Protection Agency, State, and county regulatory records; environmental data bases; and title documents pertaining to FWDA during this investigation. In addition, ERM conducted interviews and visual inspections of FWDA as well as visual inspections of and data base searches for the surrounding properties. Information in this CERFA report was current as of January 1994.

Book excerpt: In October 1992, the President Bush signed into law, the Community Environmental Response Facilitation Act (CERFA), Public Law 102-426. CERFA amended Section 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), establishing new requirements with respect to contamination assessment, cleanup, and regulatory agency notification/ concurrence for closing federal facilities and transferring property. In March 1995, the Base Realignment and Closure (BRAC) Commission submitted its recommendation to close the Military Ocean Terminal, Bayonne (MOTBY), located in Bayonne, New Jersey. Under CERFA, the Department of the Army is required to "expeditiously identify real property that offers the greatest opportunity for reuse and redevelopment" at closing facilities such as MOTBY. The first step in identifying such property is determining the location of real property where no CERCLA-regulated hazardous substances or petroleum or their derivatives were stored for one year or more, known to have been released, or disposed of. This letter report provides the preliminary findings for classifying parcels at MOTBY that may become eligible for transfer.
