Book excerpt: As non-point source pollution has emerged as the leading cause of water quality impairment, governments have increasingly invested in community-based collaborative watershed initiatives to devise and implement strategies to address pollution problems. It is unclear however what social and environmental consequences exist for government involvement in such community-based collaborative efforts. The present study examines the Ohio Watershed Coordinator Grant Program, a six-year program in which state agencies offered funding, training and monitoring to community-based collaborative watershed organizations in Ohio. Through a comparative case analysis of 18 watershed organizations and in-depth longitudinal case studies of a sub-set of two organizations, we find that government involvement may yield a variety of impacts, some more positive than others, across the spectrum of organizational experience, from organization genesis to social and environmental outcomes. Such impacts vary by key organizational characteristics, such as type and age, and speak to emergent models in environmental management and governance literatures.

Available in PDF, EPUB and Kindle. Book excerpt: A series of threats face campesino communities' water management practices in the Callejón de Huaylas (upper region of the Santa Watershed). Competition for water resources is escalating due to increasing demand, decreasing supply, and a rise in contamination levels, leaving campesino communities in a precarious state as a result of their marginalized position in Peruvian society. Competition for water resources occurs between upstream and downstream users and amongst sectors including mining, agriculture, hydropower, and domestic water users. The national government recently passed an integrated water resource management system to improve water governance. However, bureaucratic tendencies make it unlikely that campesinos will receive an adequate share of resources. Campesino communities in the Callejón need to adopt new strategies to improve their position vis á-vis other sectors and resist capture of resources. Campesinos are important to the discussion of water resource management because they have long established systems of self-regulated management and need to be included in the new system of watershed governance. This research first examines local water management strategies and integrated water management through four characteristics: 1) how is water framed, 2) is decision-making participatory, 3) is water management appropriate to the local and regional level, and 4) is it possible to monitor activity and impose consequences for unauthorized water usage. Interviews with campesino community members and leaders, local officials, regional representatives, and non-governmental organizations found opportunities to collaborate between groups and transfer some management responsibilities to a more regional watershed scale. Second, this research examines the opportunities and barriers to scaling up traditional management practices to meet regional needs while ensuring local water availability. Scaling decision-making is imperative for successful integrated water management and will allow campesino communities to continue to manage their water to meet local needs. Shifting the decision-making scale may facilitate more effective watershed governance with campesino community participation.

Book excerpt: This thesis is a qualitative study about community participation in watershed management. Specifically, it looks for evidence of bottom-up participation. The study is a meta-evaluation of eighteen watershed projects from the perspective of local change agents. The watershed projects are evaluated in terms of levels of participation from top-down to bottom-up. Agent understandings of participation, their processes of building citizen partnerships and their experiences of trust within communities are explored. The findings show that there is no consensus among agents on what bottom-up participation means, that participation falls along a continuum from ritual to authentic and that participation depends on building trust between diverse stakeholders. The study suggests that authentic communication among diverse stakeholders can build trust, social networks and shared social norms necessary for sustainable bioregions. Beyond this, the notion of synchronicity adds an element of coincidence, or randomness to the dynamics of a project.

Book excerpt: Problem statement: Several studies in other countries had shown the influence of socio demographic, knowledge, satisfaction and attitudinal factors in level of community participation in development programs. The question here is, whether these factors would also be effective on community participation in other countries? Determine the factors which are influence community participation in order to enhance their participation in Watershed Management Programs (WMP) in Iran. Approach: A cross sectional survey design was carried out for this study. Data were collected from 200 respondents which are randomly selected from three villages in Hable-Rud basin. Data were gathered through personal interviews by using a questionnaire. Descriptive analysis, Pearson product moment analysis and multiple regression analysis were employed to analyze the data. Results: Findings of this study showed that satisfaction of prior program had highest relationship with level of participation (r=0.518, p=0.000), followed by Attitude toward WMP (r=0.489, p=0.000) Knowledge of WMP (r=0.435, p=0.000), total monthly income (r=0.177, p=0.012 and alternative monthly income (r=0.158, p=0.025). However multiple regression analysis discovered that, among them four independent variables are important for explaining variation in the levels of participation. These variables were; satisfaction of prior programs, attitude toward WMP, knowledge of WMP and alternative income and explained 43.6% of variation in the level of participation. Conclusion: The results of this study indicated that high level of satisfaction of prior programs, positive attitude toward WMP, high knowledge of WMP and high level of income increase the level of community participation in WMP in Iran. This study also provided a number of implications and suggestion to increase the level of participation in WMP.
