The course includes six modules: CERT Basics, Fire Safety, Hazardous Material and Terrorist Incidents, Disaster Medical Operations, and Search and Rescue, and Course Summary.While IS-317 is useful as a primer or refresher for CERT training, it is not equivalent to, and cannot be used in place of, the classroom delivery of the CERT Basic Training. To become a CERT volunteer, one must complete the classroom training offered by a local government agency such as the emergency management agency, fire or police department. There is, however, limited research on the characteristics and effectiveness of CERTs and how citizens can partner with professional responders in a collaborative emergency management approach that includes an organized CERT. This qualitative case study of a Texas CERT, that has a distinct way of augmenting the mission of the local police department, asks how the coordinator, members, and liaisons of the CERT describe their personal experiences regarding their involvement with the team. In addition, this study examined what lessons can be learned from the way this unique Texas CERT approaches disaster preparedness, response, mitigation, and recovery. Collaborative emergency management theory provided the conceptual framework for this case study. In-depth one-on-one interviews were conducted with six citizen responders and three professional responders who provided rich, thick detailed answers to the interview questions. Data were also mined from 23 historical and foundational documents. A list of 35 recurring categories was generated from a general inductive analysis of the data, which was then synthesized and further refined until six major study themes emerged: (a) Collaborative, (b) Supportive, (c) Adaptable, (d) Dedicated, (e) Trained, and (f) Organized. These lessons learned provided valuable insights and a depth of understanding about the collaborative efforts of the Texas CERT and how adapting a CERT program to fit the individual needs of a community is a viable option.

In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents.
