Book excerpt: Many farms in tropical countries suffer from droughts in the dry season and sometimes even in the rainy season. In order to significantly increase the capacity to store water, the grassroots Farmer Wisdom movement in Northeast Thailand innovated pond construction on homesteads. This Working Paper first documents how pond water is mainly used to irrigate crops and fruit trees, and is also used for livestock or fish, and for domestic uses, even if ample piped water is available. Households were also found to harvest rainwater from roofs; take water from canals and streams; lift water manually from shallow wells and with electric pumps from deep wells; channel run-off from roads to paddy fields; use precipitation as green water on fields; and buy bottled water. Most households combine at least six of these nine water sources. The second part describes scenarios and some outcomes of a new simulation model, BoNam. This model provides guidelines for the optimal size and site of such ponds according to biophysical factors (weather, soil and crops), socioeconomic factors (prices, availability of labor and off-farm income) and household aspirations.

Public agencies in the past have often measured development successes by the number of jobs created and/or amount of private investment forthcoming. However, the impacts of community development reach much deeper than those indicators. Strengthening local decision-making capacity is a common component of development efforts as is engaging populations that, in the past, have not been active in decision-making. These and other considerations are explored in more detail by authors in this volume. Local policymakers and practitioners will be continually pressured to provide more documentation of outcomes and readers will gain considerable insights into alternative approaches that can be included in projects but can also see the common elements needed to create a solid measurement system. International insights are a special strength of the discussions in this book. This book was published as a special issue of Community Development.

The water resources of the Mekong region - from the Irrawaddy and Nu-Salween in the west, across the Chao Phraya to the Lancang-Mekong and Red River in the east- are increasingly contested. Governments, companies, and banks are driving new investments in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional 'development'. Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. This book shows how diverse, and often antagonistic, ideologies and interests are contesting for legitimacy. It argues that the distribution of decision-making, political, and discursive power influences how the waterscapes of the region will ultimately look and how benefits, costs and risks will be distributed. These issues are crucial for the transformation of waterscapes and the prospects for democratizing water governance in the Mekong region. The book is part of the action-research of the M-POWER (Mekong Program on Water, Environment and Resilience) knowledge network. Over the last century, this ethnically separate community has evolved from a traditional peasantry into “cosmopolitan” villagers who are actively shaping Thai politics. Eminent anthropologist Charles Keyes traces this evolution in detail, beginning with the failure of a Buddhist millenarian uprising in 1901–2 and concluding with the successful election of the Thai Rak Thai/Pheu Thai Party in the 2000s. In the intervening century, rural northeasterners have become more educated and prosperous, and they have gained a sophisticated understanding of the world and of their position in it as Thai citizens. Although northeasterners have often been thwarted in their efforts to press government agencies to redress their grievances, they have rejected radical revolutionary efforts to transform the Thai political system.
