Some leaders see these changes as a natural extension of community colleges’ commitment to access, while others view their awarding of baccalaureate degrees as inappropriate and threatening the basic core values of this unique sector of higher education. This has become a "hot" and controversial topic, not only among community college and university leaders, but also among policy makers, business leaders and students concerned with issues of access, cost and the structure and purposes of post-secondary education. This book analyzes the emerging trend of the community college baccalaureate degree in the United States and Canada in order to contribute to the development of policy. Employers and students are calling for additional programs to develop workplace skills and to provide opportunities for career advancement. On May 22, 2013, the Texas Legislature approved a bill mandating a study on whether community college baccalaureate degree programs should be expanded in Texas. The Texas Higher Education Coordinating Board asked the RAND Corporation to partner with the Texas Higher Education Policy Initiative to conduct the study. In this report, the authors assess unmet workforce-development needs in nursing and the applied sciences, assess the arguments for and against baccalaureate expansion, and recommend potential activities to support implementation of any new policies undertaken to expand community college baccalaureate programs. They find significant need for more baccalaureate nurses, although rapidly growing distance learning programs may be able to meet this need. The authors find varying needs for the four applied science occupations they examined: computer and information technology, management of fire sciences, management of production/operations technicians, and health information technology. While expanding community college baccalaureate degree programs could help meet unmet needs and increase degree attainment among students, there are concerns about costs, mission creep at community colleges, counterproductive competition between community colleges and universities, and a decline in the overall quality of a Texas baccalaureate. The authors discuss the inherent tradeoffs that policymakers face in this regard.

Book excerpt: This case study examined the implementation of a baccalaureate degree at Skyline Community College--one of the 15 California community colleges authorized to offer baccalaureate degrees established as part of a pilot program enacted by the California Legislature via Senate Bill 850 (2014). The study explored the policies and procedures in place at Skyline College to support the development and implementation of the baccalaureate degree, identified the challenges faced, and examined the leadership provided by senior management during the degree development and implementation using the lens of a design thinking model of change. The research methods used included semi-structured interviews, a focus group, direct observations, archival data and documentation. The study findings indicated that the college's success in offering upper division courses in the baccalaureate degree program in fall 2016 was due to Skyline College having a cohesive campus culture in which administrators, faculty, and staff have shared values and take ownership of change initiatives; and employees described feeling supported by leadership in everything they do. This college has undertaken many new initiatives over the years such that administrators and faculty have become adept at administering and adapting to change. The college's process for implementing change closely mirrors that of the design thinking model of change, including having a team approach to problem solving, viewing new initiatives such as the baccalaureate degree holistically to understand how they fit within the existing programs and services of the college, prototyping potential solutions, adapting to obstacles as they were encountered, and developing solutions to the college's problems. Recommendations resulting from the study call for systemwide support for the continued study of the baccalaureate degrees at community colleges in California. In addition, data collection and evaluation efforts of the baccalaureate program at Skyline College need to align with the evaluation criteria contained in Senate Bill 850, which will be used by the Legislative Analyst's Office to evaluate the baccalaureate degree pilot program and to make recommendations to the California legislature on the continuation and/or expansion of the pilot program. Finally, community college leaders who may be considering implementing a baccalaureate degree at their college may find the promising practices identified in this study useful.

Book excerpt: Community colleges have begun offering baccalaureate (BA) degrees in fields such as education, health and technology, which raises a host of concerns. Unsurprisingly, these new programs have generated mixed reactions. The majority of community college officials, as well as industries and employers, welcome this addition. Some established institutions and state officials, however, express concern that community colleges are not prepared to embark on this new mission. Even proponents of community colleges fear that adding a BA degree will dilute the traditional community college mission and generate conflict with existing baccalaureate institutions. Baccalaureate degrees at community colleges also provide opportunities for students who have obtained associate degrees and are comfortable staying in the community college environment, and for older students who may be uncomfortable attending four-year institutions that enroll predominantly younger students. In addition, community colleges provide a conduit to higher education for students from low-income and rural communities. The community college BA has evolved at three types of institutions: (1) the community college that continues to offer primarily associate of arts (AA) degrees, but includes a few BA degree programs; (2) the community college that morphs into a four-year college and is renamed, even though it may continue to offer AA degrees; and (3) the four-year institution that offers BA degrees in partnership with a community college, with classes on the community college campus. This overview discusses community colleges that independently offer BA programs in education without a four-year university partnership.

Book excerpt: The purpose of this study was to better understand the perceptions of employers and graduates regarding the applied baccalaureate degree when conferred by community colleges. By better understanding the perceptions of employers and graduates, community colleges considering offering applied baccalaureate degrees will have some context within which to begin communicating with local businesses - as well as prospective students of ACCBD programs - in order to ascertain their support or lack of support for the new degree. Within the interpretive methodology, the method of grounded theory was used to develop a step-by-step process to collect, sort, evaluate, and analyze the data used in this study. Two research questions were used as a framework to guide the proposed research study: (1) How do employers view the applied baccalaureate when conferred by community colleges? And, (2) How do graduates who have earned a community college baccalaureate degree view the degree? Three colleges across North America were selected and employers and graduates were interviewed. The data collected resulted in seven themes and a proposed theory. The two research questions created a structure to investigate the ACCBD programs' strengths and weaknesses through the perspective of both the graduates and the employers of the graduates. Five themes emerged from the graduate interviews involving: (1) barriers that existed in continuing their education, (2) accommodating programs, (3) how the program prepared graduates for additional education, (4) alternative delivery modes of education, (5) education that appropriately prepared graduates for work. Two major themes emerged from the employer interviews: (1) graduates of ACCBD programs were prepared for employment, and (2) the ACCBD program strengthened the economic development of the community in which it was offered. From the themes, a proposed theory was developed to synthesize the common experiences of the study participants and provide others with a possible framework from which to plan and evaluate the ACCBD program. This proposed theory is a process with five stages: (1) student demand, (2) employer demand, (3) community college mission, (4) appropriate ACCBD program development, and (5) closing the loop to build a strong community.
