Book excerpt: Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.

The book determines that it is the community patrol group which is most effective under the co-management system, yet the general body and executive committee of the co-management system are composed of different stakeholders, each of which is subject to their own work pressures, and are not as effective as claimed. There is a need to empower communities living in and around forests, and to create ownership of the forests so that they can feel that the forests around them are by the community and for the community.

Some articles are case studies of community forest management programs in the states of Michoacán, Oaxaca, Durango, Quintana Roo, and Guerrero. Others provide broader historical and contemporary overviews of various aspects of community forest management. As a whole, this volume clearly establishes that the community forest sector in Mexico is large, diverse, and has achieved unusual maturity in doing what communities in the rest of the world are only beginning to explore: how to balance community income with forest conservation. In this process, Mexican communities are also managing for sustainable landscapes and livelihoods.

This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. It takes the reader on a journey through four major themes that have emerged since the initiation of 'social forestry' in the 1970s: non-timber forest products and agroforestry; community-based natural resource management; biocultural diversity; and forest governance. In so doing, the books offers a comprehensive and current review on social issues related to forests that other, more specialized publications, lack. It is also theory-rich, offering both mainstream and critical perspectives, and presents up-to-date empirical materials. Reviewing these four major research themes, the main conclusion of the book is that naïve optimism associated with forest-people interfaces should be tempered. The chapters show that economic development, political empowerment and environmental aims are not easily integrated. Hence local landscapes and communities are not as 'makeable' as is often assumed. Events that take place on other scales might intervene; local communities might not implement policies locally; and governance practices might empower governments more than communities. This all shows that we should go beyond community-based ideas and ideals, and look at practices on the ground.
