In order to ensure the efficacy and appropriateness of their support for disaster survivors, international agencies, humanitarian and disaster relief organizations, scholars, non-governmental organizations, and members of the global emergency management community need to have insight into best practices and lessons learned from various disasters across national and cultural boundaries. The evidence obtained from the numerous case studies in this volume serves to build a worldwide community that is better informed about the cultural and traditional contexts of such disasters and better enabled to prepare for, respond to, and finally rebuild sustainable communities after disasters in different environments. The main themes of the case studies include: • the need for community planning and emergency management to unite in order to achieve the mutual aim of creating a sustainable disaster-resilient community, coupled with the necessity to enact and implement appropriate laws, policies, and development regulations for disaster risk reduction; • the need to develop a clear set of urban planning and urban design principles for improving the built environment’s capacities for disaster risk management through the integration of disaster risk reduction education into the curricula of colleges and universities; • the need to engage the whole community to build inclusive governance structures as prerequisites for addressing climate change vulnerability and fostering resilience and sustainability. Furthermore, the case studies explore the need to link the existence and value of scientific knowledge accumulated in various countries with decision-making in disaster risk management; and the relevance and transferability from one cultural context to another of the lessons learned in building institutional frameworks for whole community partnerships.

Book excerpt: When communities face complex public health emergencies, state local, tribal, and territorial public health agencies must make difficult decisions regarding how to effectively respond. The public health emergency preparedness and response (PHEPR) system, with its multifaceted mission to prevent, protect against, quickly respond to, and recover from public health emergencies, is inherently complex and encompasses policies, organizations, and programs. Since the events of September 11, 2001, the United States has invested billions of dollars and immeasurable amounts of human capital to develop and enhance public health emergency preparedness and infrastructure to respond to a wide range of public health threats, including infectious diseases, natural disasters, and chemical, biological, radiological, and nuclear events. Despite the investments in research and the growing body of empirical literature on a range of preparedness and response capabilities and functions, there has been no national-level, comprehensive review and grading of evidence for public health emergency preparedness and response practices comparable to those utilized in medicine and other public health fields. Evidence-Based Practice for Public Health Emergency Preparedness and Response reviews the state of the evidence on PHEPR practices and the improvements necessary to move the field forward and to strengthen the PHEPR system. This publication evaluates PHEPR evidence to understand the balance of benefits and harms of PHEPR practices, with a focus on four main areas of PHEPR: engagement with and training of community-based partners to improve the outcomes of at-risk populations after public health emergencies; activation of a public health emergency operations center; communication of public health alerts and guidance to technical audiences during a public health emergency; and implementation of quarantine to reduce the spread of contagious illness.

Book excerpt: Losses of life and property from natural disasters in the United States-and throughout the world-have been enormous and the potential for substantially greater future losses looms. It is clearly in the public interest to reduce these impacts and to encourage the development of communities that are resilient to disasters. This goal can be achieved through wise and sustained efforts involving mitigation, preparedness, response, and recovery. Implementing such efforts, particularly in the face of limited resources and competing priorities, requires accurate information that is presented in a timely and appropriate manner to facilitate informed decisions. Substantial information already exists that could be used to this end, but there are numerous obstacles to accessing this information, and methods for integrating information from a variety of sources for decision-making are presently inadequate. Implementation of an improved national or international network for making better information available in a more timely manner could substantially improve the situation. As noted in the Preface, a federal transition team is considering the issues and needs associated with implementing a global or national disaster information network as described in the report by the Disaster Information Task Force (1997). This National Research Council report was commissioned by the transition team to provide advice on how a disaster information network could best make information available to improve decision making, with the ultimate goal of reducing losses from natural disasters. The report is intended to provide the basis for a better appreciation of which types of data and information should be generated in an information program and how this information could best be disseminated to decision makers.

Book excerpt: Emergency management policy tends to be reactive in nature and because of this notion, federally mandated hazard mitigation planning has been administered to American Localities, however many U.S. cities do not have a federally approved hazard mitigation plan. The purpose of this study is to fill the gap in the literature that currently exists, which is that in lieu of a hazard mitigation plans, research has not connected the notion that cities can employ locally driven and community led mitigation activities to raise the levels of preparedness in localities without federally approved plans. The aim of this project is to show that even in the absence of federally approved hazard mitigation plans, cities can employ locally based mitigation strategies and increase their levels of preparedness. This research proposal takes a descriptive approach and seeks to describe the effectiveness of local and community created mitigation strategies through comparative case studies. The proposed quantitative data collection of secondary published data and collected survey data may provide potential results that will shed light on the notion that localities in the United states without federally approved hazard mitigation strategies can produce local mitigation activities to further prepare and protect their citizenry.

To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.
