They must also have a working knowledge of social agencies, good judgment as to methods of social activities, and a more or less comprehensive understanding of fundamental principles of social life and progress. Much can be done in childhood and in the elementary grades of the school to create interest and give a certain amount of concrete knowledge of particular social activities and agencies, but not until boys and girls have reached the years of adolescence, the high-school age, can they begin to gain any very full understanding of abstract principles of social, civic, and governmental life. Instruction in this subject in the high school is therefore of utmost importance. For use in the high schools many textbooks and manuals have been prepared on this subject, some good and some not so good, but there is still need for good manuals on the subject of community civics that will help teachers to treat the subject in an inductive way and to relate it properly to other subjects and to the past, present, and future life of the students. The manuscript transmitted herewith offers such help, and I therefore recommend that it be published as a bulletin of the Bureau of Education. Indeed, this work of preparation for citizenship has been and is still one of the strongest arguments for making education a function of the State and in justification of the levying of taxes for the support of schools. As the government and industrial and social life become more democratic, the importance of this function of the schools becomes more evident and necessary and the means of giving the necessary instruction and training becomes keener and more general. For several years the public schools of the city of Indianapolis have had a reputation for unusually good work in this direction. Since example adds much to the effectiveness of theory, and may be even more useful in results, I requested Mr. Arthur W. Dunn, the bureau's specialist in civic education, to make a careful study of this work in these schools for the purpose of making a concise report of its more important features. This Mr. Dunn was the better able to do because of the fact that he was at one time connected with the schools of Indianapolis as director of instruction and training in civics.
