In contrast, many polities in Asia, both by tradition and choice, have explicitly adopted communitarianism as a national ideology, for example Confucianism in Korea, Hong Kong and Japan, Islam in Malaysia and the Panca Sila in Indonesia. Here, communitarianism arguably informs public policies and political practices and the concept of the 'social' in terms of responsibilities and collective welfare is preserved. Communitarian Politics in Asia examines instances in southeast and east Asian countries where communitarianism is both articulated as national ideology and embedded as the ethos of social life and assesses the relative merits of a set of practices in their respective local political context. The book not only augments existing international debate on liberalism and communitarianism but also provides empirical examples of communitarian political practices that will substantiate and/or refute conceptual points, such as redistributive justice and costs to individuals, in this ongoing debate.

He contrasts the great traditions of Confucian East Asia with the Southeast Asian cultures and the South Asian traditions of Hinduism and Islam, and explores the national differences within these larger civilizations. Breaking with modern political theory, Pye believes that power differs profoundly from one culture to another. In Asia the masses of the people are group-oriented and respectful of authority, while their leaders are more concerned with dignity and upholding collective pride than with problem-solving. As culture decides the course of political development, Pye shows how Asian societies, confronted with the task of setting up modern nation-states, respond by fashioning paternalistic forms of power that satisfy their deep psychological craving for security. This new paternalism may appear essentially authoritarian to Western eyes, but Pye maintains that it is a valid response to the people's needs and will ensure community solidarity and strong group loyalties. He predicts that we are certain to see emerging from Asia's accelerating transformation some new version of modern society that may avoid many of the forms of tension common to Western civilization but may also produce a whole new set of problems. Conceptualized as liberty as non-domination, this new form of republicanism has inspired not only Western but also East Asian political theorists. However, neo-Roman republican ideas in Northeast Asian countries continue to face serious conceptual and political challenges, which scholarly literature on both republicanism and on East Asian politics has largely failed to confront. This book addresses these challenges by surveying the latest theoretical contributions to the studies of republicanism in Western countries and the latest interpretations of how republicanism, including both communitarian republicanism and neo-Roman republicanism, has been appropriated in countries in East Asia. In particular, it deals with the key question of whether liberty as non-domination can work in non-Western contexts where the fundamental tenets of liberal democracy, such as moral individualism and value pluralism, do not predominate. Across three sections, the chapters first provide a conceptual overview of republicanism as a global political theory, they then consider how republicanism has historically been received, resisted, and translated into East Asia., and Ffinally, they examine how historically informed possibilities fit with the emergent needs of contemporary Northeast Asian societies. Overall, the contributors show that republicanism is an always-ongoing project, whose terms must be interpreted and translated into the various communities they inform. Normative considerations about whether or how republicanism applies in East Asia cannot be divorced from historical and empirical approaches which consider the various ways in which republican ideals reflect the realities of life there. Dealing with the issue of republicanism from a new, comparative perspective, this book will have broad appeal to students and scholars of Asian studies, comparative political theory, political philosophy, sociology, and history.

Liberal democrats in the West typically counter by questioning the motives of Asian critics, arguing that Asian leaders are merely trying to rationalize human-rights violations and authoritarian rule. In this book--written as a dialogue between an American democrat named Demo and three East Asian critics--Daniel A. Bell attempts to chart a middle ground between the extremes of the international debate on human rights and democracy. Bell criticizes the use of "Asian values" to justify oppression, but also draws on East Asian cultural traditions and contributions by contemporary intellectuals in East Asia to identify some powerful challenges to Western-style liberal democracy. In the first part of the book, Bell makes use of colorful stories and examples to show that there is a need to take into account East Asian perspectives on human rights and democracy. Sungmoon Kim presents 'public reason Confucianism' as the most attractive option for contemporary East Asian societies that are historically and culturally Confucian. Public reason Confucianism is a particular style of Confucian democratic perfectionism in which comprehensive Confucianism is connected with perfectionism via a distinctive form of public reason. It calls for an active role for the democratic state in promoting a Confucian conception of the good life, at the heart of which are such core Confucian values as filial piety and ritual propriety.
