It revolves around the theory of “optimal planning” which promised a profound modernization of Stalinist-style verbal planning. Encouraged by cybernetic dreams in the 1950s and supporting the strategic goals of communist leaders in the Cold War, optimal planners offered the ruling elites a panacea for the recurrent crises of the planned economy. Simultaneously, their planning projects conveyed the pride of rational management and scientific superiority over the West. The authors trace the rise and fall of the research program in the communist era in eight countries of Eastern Europe, including the Soviet Union, and China, describing why the mission of optimization was doomed to fail and why the failure was nevertheless very slow. The theorists of optimal planning contributed to the rehabilitation of mathematical culture in economic research in the communist countries, and thus, to a neoclassical turn in economics all over the ex-communist world). However, because they have not rejected optimal planning as “computopia,” there is a large space left behind for future generations to experiment with Big Optimal Plans anew—based, at this time, on artificial intelligence and machine learning.

Maya Vinokour frames concern with fluid channeling as immanent to vertical power structures—whether that verticality derives from the state, as in Stalin's Soviet Union and present-day Russia, or from the proliferation of corporate monopolies, as in the contemporary Anglo-American West. Originating in pre-revolutionary bio-utopianism, the Russian rhetoric of liquids and flow reached an apotheosis during Stalin's First Five-Year Plan and re-emerged in post-Soviet "managed democracy" and Western neoliberalism. However, prior research has focused primarily on the institutional legacy of communism. Communism's Shadow instead turns the focus to the individuals who inhabit post-communist countries, presenting a rigorous assessment of the legacy of communism on political attitudes. Post-communist citizens hold political, economic, and social opinions that consistently differ from individuals in other countries. Grigore Pop-Eleches and Joshua Tucker introduce two distinct frameworks to explain these differences, the first of which focuses on the effects of living in a post-communist country, and the second on living through communism. Drawing on large-scale research encompassing post-communist states and other countries around the globe, the authors demonstrate that living through communism has a clear, consistent influence on why citizens in post-communist countries are, on average, less supportive of democracy and markets and more supportive of state-provided social welfare. The longer citizens have lived through communism, especially as adults, the greater their support for beliefs associated with communist ideology—the one exception being opinions regarding gender equality. A thorough and nuanced examination of communist legacies' lasting influence on public opinion, Communism's Shadow highlights the ways in which political beliefs can outlast institutional regimes.

John Maynard Keynes once made the bold prediction that the three- hour work day would prevail for his grandchildren's generation. Seventy years later, the question of working time is as pertinent as it was at the inception of the 40-hour week. Not until now, however, has there been a global comparative analysis of working time laws, policies and actual working hours. Despite a century-long optimism about reduced working hours and some progress in legal measures limiting working hours, this book demonstrates that differences in actual working hours between industrialized and developing countries remain considerable – without any clear sign of hours being reduced. This study aims to offer some suggestions about how this gap can begin to be closed. most basic questions facing planning theory and practice today. The author argues that it is not plans that determine the shape of cities, but political processes. In the 1980s state planning came under siege; planners had to justify their existence to politicians, the business world and the public. Though planning must still be accountable, neither the complete domination of the market nor traditional post-war planning ideologies are wholly acceptable in the 1990s. A new agenda and a major rethinking of planning from first principles is required - but what form should this take? Showing that political theory provides the proper foundation for understanding planning practice, the book explores in turn assenting and dissenting planning paradigms. Exploration of the former begins with Weber and moves through pluralism, corporatism and neo-liberalism. Dissenting theory is organized around the work of Marx: orthodox neo-Marxism, Gramsci's 'philosophy of praxis', the critical theory of the Frankfurt School, and the work of Habermas. The author concludes with a presentation of an integrated political perspective upon planning and the state.

The authors’ main objective is to contribute to the still unwritten chapter on collectivism in the history books of modern economic thought. They trace the lengthy evolution of economic ideas of property reform under communism leading from the doctrine of blanket nationalization to projects of moderate privatization in eight countries of Eastern Europe and China. The comparative analysis sheds light upon the tireless attempts of reform-minded economists in communist countries to populate the no man’s land of “social property” with quasi-private economic actors such as bodies of workers’ self-management and managers of state-owned companies. For a long time, these were expected to crowd out the communist nomenklatura from its actual ownership position without challenging the primacy of collective property rights. The fact that even the most radical reformers came to the conclusion that such surrogate owners would not be able to break the power of the ruling elite only on the eve of the 1989 revolutions demonstrates the immense strength of collectivist ideas. The authors coin the term “trap of collectivism” to warn those demanding nationalization or other forms of non-private ownership today: it is rather easy, even with the best intentions, to walk into this trap but it may take long decades to break out from it.
