Crucially, in Australia, these developments coincided with the election of progressive governments, who appointed women’s advisors and expanded the role of the state in the provision of childcare and other services. It was a decade of contestation and transformation. This book addresses the political and theoretical significance of these 1970s revolutions, and poses key questions about the nature of sweeping change. What were the key policy shifts? How were protests connected to legislative reforms? How did Australia fit into the broader transnational movements for change? What are the legacies of these movements and what can activists today learn from them? Conducting careful readings and translations of recently released documents in Russian, Japanese, and Chinese, Ishikawa Yoshihiro builds a portrait of the party's multifaceted character, revealing the provocative influences that shaped the movement and the ideologies of its competitors. Making use of public and private documents and research, Ishikawa begins the story in 1919 with Chinese intellectuals who wrote extensively under pen names and, in fact, plagiarized or translated many iconic texts of early Chinese Marxism. Chinese Marxists initially drew intellectual sustenance from their Japanese counterparts, until Japan clamped down on leftist activities. The Chinese then turned to American and British sources. Ishikawa traces these networks through an exhaustive survey of journals, newspapers, and other intellectual and popular publications. He reports on numerous early meetings involving a range of groups, only some of which were later funneled into CCP membership, and he follows the developments at Soviet Russian gatherings attended by a number of Chinese representatives who claimed to speak for a nascent CCP. Concluding his narrative in 1922, one year after the party's official founding, Ishikawa clarifies a traditionally opaque period in Chinese history and sheds new light on the subsequent behavior and attitude of the party.

Even after Beijing and Washington permitted cultural exchange as part of their effort to normalize diplomatic relations in the 1970s, the weaponization of cultural interactions continued. Hongshan Li provides a groundbreaking account of the confrontation between the United States and the People’s Republic of China on the Cold War’s cultural front. He investigates the origins, evolution, and significance of the role of cultural interactions in the shifting relations between the United States and the PRC from the late 1940s through the late 1970s. Li demonstrates that the drastic transformation of U.S.-China cultural interactions not only altered the course of Sino-American cultural relations but also shaped the Cold War experience of the two peoples. This image was certainly different from the old notion of dedicated revolutionaries who scornfully rejected the existing order and plotted its overflow. How genuine was the new look? Were the communists sincere when they discussed interaction with other elements of political order in which they operated? What were their tactical policies in pursuit of these strategic goals? Some of us began to examine these questions more systematically. We ran a panel at an academic conference, enjoyed the feedback from our colleagues, and began the process of writing this book. Now, several years later, it is a finished product, after many full-scale revisions and updates. The topic is still very relevant, and that shows the enduring importance of the questions asked a number of years ago. Scholars will need to return to this question in the future; perhaps the best strategy is a continuous examination of this crucial subject.
