These types of emergencies are complex and difficult to operate in because they contain political, military and humanitarian considerations. The various actors responding to a CHE can be divided into two distinct groups - military and civilian. Each of these groups needs the other to effectively respond to the crisis. Thus communication, collaboration and coordination are critical. Technology can play a significant role to enable information sharing between the various participants during CHEs. This thesis documents the development of a proof of concept that supports this. Current reports and user feedback were analyzed to determine requirements for a field-based system that could enhance the flow of information. The developmental process is presented including, requirements generation, group structure and information sharing, collaborative environments and the advantages of the virtual space. Eased on a fictional relief operation, a web application was constructed and designated the Relief Operations Coordination Center (ROCC) . Built on COTS technology and combined with commercially available collaboration tools, this application showcases the various uses of today's technology and how it can be used to facilitate information sharing during CHEs.

Humanitarian emergencies and peacekeeping operations are a complex mix of related activities that require the combined efforts of the UN, military, International Organizations (IOs) and Non-Governmental Organizations (NGOs). Given the nature and similarities of their missions, there is an ongoing need for these organizations to have access to accurate, current, and comprehensive information about field conditions and each other's movements. In several of the CHEs and peacekeeping operations of recent years, a recurring problem has been poor communication due to inadequate equipment, non-compatibility of equipment and a non- standardized communications infrastructure. This thesis explores the impact and possible benefits that wireless technology can provide to help bridge the communication gap that exists among the UN and the NGOs who participate in CHEs and peacekeeping operations.

Within the broader political economy context, many questions remain unanswered about the role that new technologies can play to act as an accelerator for closing the accountability gap. Within this context, this report brings together new evidence from leading academics and practitioners on the effects of technology-enabled citizen engagement. The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities.
