Book excerpt: Latin America has experienced a profound transformation in the first two decades of the 21st century: it has been fully incorporated into the global economy, while excluding regions and populations devalued by the logic of capitalism. Technological modernization has gone hand-in-hand with the reshaping of old identities and the emergence of new ones. The transformation of Latin America has been shaped by social movements and political conflicts. The neoliberal model that dominated the first stage of the transformation induced widespread inequality and poverty, and triggered social explosions that led to its own collapse. A new model, neo-developmentalism, emerged from these crises as national populist movements were elected to government in several countries. The more the state intervened in the economy, the more it became vulnerable to corruption, until the rampant criminal economy came to penetrate state institutions. Upper middle classes defending their privileges and citizens indignant because of corruption of the political elites revolted against the new regimes, undermining the model of neo-developmentalism. In the midst of political disaffection and public despair, new social movements, women, youth, indigenous people, workers, peasants, opened up avenues of hope against the background of darkness invading the continent. This book, written by two leading scholars of Latin America, provides a comprehensive and up-do-date account of the new Latin America that is in the process of taking shape today. This offshoring has gradually evolved into more sophisticated forms of business process outsourcing. Several countries in the region are now in the process of further upgrading their services exports to participate in knowledge process outsourcing, which includes research and development, product development and more advanced vertical functions and activities in the value chain. The empirical and analytical insights in this volume document how several countries in Latin America have entered the offshore services sector both through the attraction of multinational companies and the internationalization of domestic service suppliers. The future of the offshore services sector in Latin America will depend on its ability to upgrade its knowledge- and skill-intensive product offerings. This will call for the development of domestic technical capabilities, the adoption of renewed industrial policies, the promotion of backward and forward linkages, and the continued upgrading of human capital and information technology-integrated manufacturing.

While participatory budgeting has been a favorite topic of many scholars studying this new phenomenon, there are many other types of ongoing experiments. In Barrio Democracy in Latin America, Eduardo Canel focuses our attention on the innovative participatory programs launched by the leftist government in Montevideo, Uruguay, in the early 1990s. Based on his extensive ethnographic fieldwork, Canel examines how local activists in three low-income neighborhoods in that city dealt with the opportunities and challenges of implementing democratic practices and building better relationships with sympathetic city officials.

Focusing largely on Argentina, Brazil, Chile, Costa Rica, Mexico, and Peru, Carol Wise traces the evolution of political and economic ties between China and these countries and analyzes how success has varied by sector, project, and country. She also assesses the costs and benefits of Latin America's recent pivot toward Asia. Wise argues that while opportunities for closer economic integration with China are seemingly infinite, so are the risks. She contends that the best outcomes have stemmed from endeavors where the rule of law, regulatory oversight, and a clear strategy exist on the Latin American side.

The paper distinguishes three periods in Latin America’s central bank history: the early years, when central banks endorsed the gold standard and coped with the collapse of this monetary system; a second period, in which central banks turned into development banks under the aegis of governments at the expense of increasing inflation; and the “golden years,” when central banks succeeded in preserving price stability in an environment of political independence. The paper concludes by cautioning against overburdening central banks in Latin America with multiple mandates as this could end up undermining their hard-won monetary policy credibility.
