Still widely taught and cited, the MacBride Report is a key work in the history of communication that continues to be relevant today.

This new report, the fourth in the series, examines the topic of data-driven development, or how better information makes for better policies. The objective is to assist developing-country firms and governments in unlocking the value of the data they hold for better service delivery and decision making and to empower individuals to take more control of their personal data. We are undoubtedly experiencing a data revolution in which our ability to generate, process, and utilize information has been magnified many times over by the machines that we increasingly rely upon. This report is about how the data revolution is changing the behavior of governments, individuals, and firms and how these changes affect the nature of development: economic, social, and cultural. How can governments extract value from data to improve service delivery in the same way that private companies have learned to do for profit? Is it feasible for individuals to take ownership of their own data and to use it to improve their livelihoods and quality of life? Can developing-country firms compete with the internet majors on their own turf and be even more innovative in their use of data to serve local customers better? Though the report is aimed primarily at government policy makers, it also has great relevance for individuals concerned about how their personal data is used and how the data revolution might affect their future job prospects. For private sector firms, particularly those in developing countries, the report suggests how they might expand their markets and improve their competitive edge. For development professionals, the report provides guidance on how they might use data more creatively to tackle long-standing global challenges, such as eliminating extreme poverty, promoting shared prosperity, or mitigating the effects of climate change. The report's chapters explore different themes associated with the supply of data, the technology underlying it, and the demand for it. An overview chapter focuses on government use of data and presentation of definitions. Part I of the report then looks at the "supply side" of the data sector, with chapters on data connectivity and capacity (where data comes from, how it is stored, and where it goes) and data technology (specifically big data analytics and artificial intelligence) and how this is contributing to development. Part II looks at the sector's "demand side," with a chapter on people's use of data and another that examines how firms use digital platforms in the data economy and how that contributes to competitiveness. Part III brings together the policy implications for developing-country stakeholders, with a chapter considering government policies for data, including data protection and privacy. A closing Data Notes appendix looks at statistical indicators associated with the use of data and presents the 2018 update of the Digital Adoption Index (DAI), a composite indicator introduced in the 2016 World Development Report: Digital Dividends.

Disasters, such as 2017’s hurricanes, continue to test the nation’s emergency communications capabilities. As disasters can cross jurisdictional boundaries, collaboration within and across regions is very important. GAO was asked to review implementation of the Post-Katrina Act’s provisions related to disaster preparedness, response, and recovery. This report examines: (1) challenges related to emergency communications that selected stakeholders have experienced; (2) their views on DHS’s emergency communications assistance; and (3) the regional working groups established by the Post-Katrina Act and their effect on emergency communications capabilities. FEMA should work with regional working-group members to reach consensus and implement an ongoing mechanism, such as a national-level working group, to encourage nationwide collaboration across regions.

The federal government has taken actions to improve interoperability in the NCR including allocating almost $720 million through a DHS grant program to enhance regional preparedness since fiscal year 2002, and establishing the ONCRC to coordinate NCR entities on homeland security activities, including interoperability. GAO was asked to review federal efforts to improve emergency communications interoperability in the NCR. This report examines (1) actions the ONCRC has taken to help improve emergency communications interoperability in the NCR and (2) status of the ONCRC's efforts to coordinate with federal agencies to help improve emergency preparedness in the NCR, including communications interoperability. GAO recommends that ONCRC, as part of its efforts to restructure the JFC, clearly articulate in a written agreement the roles and responsibilities of participating agencies and specify how they are to work together across agency boundaries.

One of the most important tasks of government is to provide clear, truthful and factual information to citizens. Accurate and impartial communication of information about government policies, activities and services is critical to the democractic process. Government communication falls into two areas, with the media and with the public. The growth in the 24 hour media, has meant that the cost of Government communications have grown considerably. The last external review of Government communications took place in the 2003-04 session by Sir Robert Phillis, the Chief Executive of the Guardian Media Group (http://archive.cabinetoffice.gov.uk/gcreview/News/FinalReport.pdf). Since that review a number of changes to the structure and focus of Government Communications has taken place. This report sets out a number of recommendations, including: when there is sensitive information, the Government should commit to return to Parliament at the earliest opportunity to give an account of developments; that the Prime Minister should draw all Ministers' attention to the guidance in the Ministerial Code that the most important announcements of Government policy should be made in the first instance to Parliament; further, that new information should always be provided on a fair and equal basis to all interested journalists; that the morning briefing to journalists, should appear live on the Number 10 website; that the Leader of the House of Commons should reinstate a weekly briefing on parliamentary business; that all major press conferences should be live on the internet; it is important that Ministers make clear that special advisers must follow the guidance available and stay within set limits; that where possible, high-flying civil servants should spend a period of service in the departmental press office; that the Chief Executive of the Central Office of Information should take the lead in improving standards, with training and guidance to regional press officers, tailoring regional press releases, having greater contact with the regional media and making more senior officials and Ministers available for interview on the local impact of policies; the Committee states that Government information should always be available and accessible to as many people as possible and that the Cabinet Office should collate annual statistics on the costs of Government Communications across departments.
