Book excerpt: This document is an official communication from John Clark, Governor of Georgia (1819-1823), to the members of the state Senate and House of Representatives, dated November 6, 1822. Clark reports on a number of issues relative to the federal and state governments and transmits information specific to the appointment of officials, the establishment of a statewide education system, and the alleged misbehavior of the state's former Attorney General, Abner Hammond. In addition, he discusses the dispensation of lands acquired from treaties negotiated with the Creek and Cherokee Indians. Clark further remarks on reservations set aside under the Cherokee treaties of 1817 and 1819 as well as discussing the appointment of John Floyd, Duncan G. Campbell, and James Meriwether as commissioners to treat with the Cherokees.

Clark explains that he cannot supply a copy of Mr. Gilmer's report to Congress about Indian reserves because his office never received it, and he refuses to make public any of the orders received by the treaty commissio.

Book excerpt: Communication dated December 3, 1822 from John Clark, Governor of Georgia (1819-1823) to the state legislature wherein Clark recommends that Georgia delegates to Congress press for the United States' fulfillment of the Georgia Compact of 1802. In 1802 President Jefferson promised to effect the extinguishment of all indigenous peoples' titles to land within the limits of Georgia in a peaceable and reasonable manner. Governor Clark argues that the U.S. should promptly fulfill the terms of the agreement, particularly because he believes that the Indians -- such as the Creeks living along the southern border of Georgia -- are a threat to the frontier of the state.
