Tracing the causes and abeting factors of communal crimes, it discusses at length the role of religious leaders, socio-political discrimination, international conspiracies and the apathy of government machinery towards communal crimes. It also takes a close look at various provisions of the Indian Penal Code, the Criminal Procedure Code, the Evidence Act and the Constitution of India, which deal with communal crimes.

Book excerpt: The theory presented in this work's predecessor, Nation-Building and Ethnic Integration in Post-Soviet Societies: An Investigation of Latvia and Kazakhstan (1999), fails to explain why the Dniester war of 1992 broke out in Moldova while Estonia remained free of large- scale violence. Kolsto (Russian and East European area studies, U. of Oslo, Norway) presents six contributions that revisit the question of when ethnic strife is likely to break out after the removal of authoritarian government. After reviewing candidates for explanatory theories, four country studies explore the evidence and one contribution discusses the international setting. The final chapter compares theory to evidence and concludes that theories of resources and opportunities available to various groups are better predictors of violence than theories of grievances and relative discriminations. While civil peace has reigned in Estonia, Moldova experienced a bloody civil war in 1992, claiming more than a thousand casualties. These two states in question share a number of common characteristics, but there is one important difference. National Integration and Violent Conflict in Post-Soviet Societies analyzes processes of nation-building and ethnic integration in Estonia and Moldova in order to increase our general understanding of how social peace remains strong in one place and disintegrates in another. Chapters employ both 'on the ground' empirical studies and a strong theoretical framework to discuss theories on ethnic violence in the modern world and their possible relevance for these two cases. Additionally, the results of two large-scale surveys and four country chapters written by scholars living and working in Moldova and Estonia round out the book's exploration of each country's similarities and differences. The resulting volume contributes to a better understanding of national integration process in Estonia and Moldova and of national integration and communal violence in general.

Therefore, this book discusses important psychological issues related to human development; particularly, health and education, social justice, social integration, environment and work organizations, besides focusing on some general issues relating to the logic of making social policies. It is a first-ever attempt in India to inform policy makers about how micro-variables can be a crucial factor to consider while framing social policies.

The impact is most apparent in the changing fortunes of the Congress party, which suffered two major defeats in 2014 and 2019 elections, bringing the party's crisis to the front and centre of public debate. This book seeks to understand the reasons for these enormous changes by looking first at the underlying conditions that led to the decline of the Congress and, second, the challenges' both external and internal' confronting the Congress and, while doing so, estimating its impact on Indian politics and on the Congress. More specifically, it looks at how important ideological debates provoked by the rise of majoritarianism, the Gujarat model, hypernationalism, the secular retreat, and the curbs and restrictions on the opposition influenced Congress. Exploring ideological shifts and organizational limits that shaped the decline of the Congress makes a compelling case for the significance of the Congress story in understanding the larger political transformation underway in India. The argument centers on the Congress party, but comparatively speaking, it has relevance for the experience of centrist and centre-left parties in other countries, which too suffered a decline in the context of the upsurge of populist nationalism and right-wing politics in the past few years. Analysis of political change in India in the past decade affords insights into the processes of transformation and polarization that grounded the Congress party and centrist parties in other countries as well.
