The allegation that Catholics in this country are not favorable to the system of Common Schools, as here adopted, does not at all sustain the charge; for our opposition to the system does not grow out of any disposition to check or stifle the education of the many, which we' are inclined, on the contrary, to promote by every means in our power, but it is founded on other reasons altogether different. It is because we conscientiously believe that our present Com mon School system is grievously defective and faulty; and that, whether intentionally or not, it infringes our religious liberties, guarantied to us by the Constitution, for the securing of which, the blood of our fathers flowed as freely as did that of those who would fain force upon us their own crude and illiberal ideas of education. Minorities have rights as well as majorities; and when minorities have reason and truth on their side, they have even stronger and more valid rights. A boy educated in a district school of New England, taught for a few months in the winter, by a rough, half-educated but live teacher, who is earning his way, by his winter's work in the school-room out of the profession into something which will pay better, and in the summer by a young female, just out of the oldest class of the winter school, and with no other knowledge of teaching than what she may have gathered by observation of the diverse practices of some ten or twelve instructors, who must have taught the school under the intermittent and itinerating system which prevails universally in the coun try districts of New England - a boy thus taught through his school life, but subjected at home and abroad, to the stirring influences of a free press, of town and school dis triet meetings, of constant intercourse with those who are mingling with the world, and in the affairs of public life, and beyond all these influences, subjected early to the whole some discipline, both moral and intellectual, of taking care of himself, and the affairs of the house and the farm, will have more capacity for business, and exhibit more intellectual activity and versatility than the best scholar who ever graduated from a Prussian school, but whose school life, and especially the years which immediately follow, are sub jected to the depressing and repressing influences of a des potie government, and to a state of society in which every thing is fixed both by law and the iron rule of custom. But this superiority is not due to the school, but is gained in spite of the school. Our aim should be to make the school better, and to bring all the influences of home and society, of religion and free institutions, into perfect harmony with the best teaching of the best teacher. Every hamlet in Connecticut of no more than twenty houses, whether spread out upon the plain, or crowded into the valley, whether sprinkled along the sloping hill-side, or wedged in among the brown rocks of some wild ravine, could show its district school-house, which was regularly Opened for many months in the year. There was hardly to be known the son or daughter of Connecticut, who could not read and write. It was the rarest of all things to see one who had not received a good elementary education. This was reported to the honor of Connecticut throughout the Christian world. The lover of his race, who had been rewarded for his zeal for the elevation of his countrymen, by a life-lease in a Prussian or Austrian dungeon, saw his prison wall all light about him when he thought of the one government in the world that had provided efficiently for the education of the humblest child, and gathered hope for the time, when his government and all governments should do the same. The surly and prejudiced Englishman, when he had said all the hard things that he could think of about America and the Yankees, could always be floored by one argument, and that was the Connecticut School Fund contrasted with the national debt of Great Britain. In our own Union, the other states were reprovedfor their negligence, and spurred on to their duty by the example of what Connecticut had been the first to perform. The emigrant mother in Vermont or Western New York, as she looked around upon her untaught boys and girls, sighed for the schools of Connecticut and was ready to exchange the rich fields that were beginning to look so luxuriant about her, for the most rocky farm within the limits of a Connecticut school district. But within the last twenty years a change in all these respects has taken place. Connecticut no longer holds the same high position which she once did. Austria and Prussia have provided their subjects with an efi'icient and successful Common School system. Other governments in Europe are slowly awaking to their duty and interest in respect to the same high matter. Despotism even is striving to make peace with its wronged and outraged subjects, by giving, in return for the civil rights which it withholds, the substantial blessings of universal education. Many of the states of our own Union are giving themselves to this cause with a zeal and energy which show them determined to make amends for past neglect and torpor. In Massachusetts, Ohio, New York, Georgia, Rhode Island, and many other states, vigorous and successful efforts are made. School funds are accumulated; taxes are readily imposed and cheerfully paid; Boards of Education are instituted periodicals are circulated public lectures are given Normal Schools for the instruction of teachers are provided; teachers' conventions and Institutes are attended with zeal and profit. These, and other signs, show beyond question, that there is a strong movement in the public mind; that the people are being aroused. Book excerpt: Excerpt from The Development of Free, Schools in the United States: As Illustrated By, Connecticut and Michigan The schools of Connecticut became free in the last half of the nineteenth century, but to understand the development of such schools it is helpful to consider some conditions of colonial edu cation, and to trace the slow growth of the movement and related movements to the time of the enactment of the free school law of 1868. The colonial period, from 1634 to 1776, a period of one hundred and forty-two years, was a time in which European traditions were transplanted, and also gradually modified. Some very important social changes occurred in Connecticut during this period. The colonists of Connecticut came, for the most part, from Massachusetts and were very similar in character and antecedents to the people of that colony. At New Haven and Hartford, settlements were made which had separate govern ments, and between which a rivalry appeared. The two were united under a royal charter in 1665. The government was similar, in many respects, to that of Massachusetts. At first, the town was the unit of local government. The general control was exercised by the General Court and governor, under the charter and a rather peculiar constitution. The General Court was an elective body, based upon a limited suffrage, having a combination Of legislative, executive, and judicial powers. Religiously, the Connecticut colonists were Puritans. The church and civil government were united in many ways. The early pursuits were, of necessity, hunting and agriculture, but soon a coastwise trade grew up, and primitive manufactures appeared. The times were not peaceful. Indian wars, and the European wars of parent nations brought to the settler of Con necticut a share of the common burdens of the period. It happens that I alone possess all the historical documents; and I have used them in writing a history of 168 pages concerning the public movements in 1835-8, not for publication, but as a legacy to my children. I have carefully preserved in one large quarto volume all the manuscript documentary evidence, and in a folio all the printed evidence, of the facts I have stated; carefully noting dates and places. Now, can you imagine any thing more ridiculous and contradictory than for a living man to stand up here, and read his posthumous histories? Has God opened a seam in the dark cloud of the grave, that he may send one ray of light to increase the full-orbed joy of this sacred occasion? I proposed to your committee of arrangements to have my excellent friend, the Hon. Henry Barnard of Hartford, who has done more for general education than any man on this continent, or your accomplished "historian," the Rev. Mr. Stearns, state the facts I should furnish; but the answer was in these words: "It would seem better that we should have the statements directly from yourself, and not through another as the medium of communication." So I submitted; and, without angling any longer for sympathy, I must say, that to the Prussian system of State Normal Schools belongs the distinctive glory of this day. Without doubt the establish ment of professional schools in Europe, especially the Prussian system, had much to do with accelerating the work in America, but great credit should be given these early pioneers who with feeble beginnings, and with meager appointments, were able to give such impetus to the work in the New World, for the evidence seems conclusive that the originators of the movement in America, Mr. Olmstead Mr. Hall Mr. Gal landet and others, conceived the idea from their own observations of the needs of their schools. In 1834 Rev. Charles Brooks (hingham, Mass.) after thorough ly acquainting himself with the Prussian system resolved to do something about State Normal Schools. To the untiring labors of this man, more than any other agency, is probably due the particular form of Normal school training in this country, viz: that the true function of the Normal school consists in pedagogical instruction.
