Book excerpt: The prospect of bringing the European Union and Russia closer together within a Common European Economic Space (CEES) tops the agenda in the EU-Russia dialogue, confirming that the EU views Russia as a strategic partner. This article argues that the CEES is not only positive for Russian economic growth, but that it is a condition for acceleration of sustainable growth and higher productivity in Russia. The aim of the EU in building the CEES is not to force Russia into a particular mould, but to offer a model for economic and legal integration, which can help to boost Russian economic performance. Both the EU and Russia have achieved internal unities, bringing together huge diversities of nations, cultures, and religions. The time has now come to close the gap opened between Russia and the rest of Europe at the beginning of the last century. Integration within the CEES opens the way to this objective.

Book excerpt: Russia and the West have avoided renewed confrontation despite many post Cold War crises, but illiberal trends in Russia rule out any prospect of developing a mutual agenda for closer integration. Russian engagement with the leading Euro-Atlantic institutions on a special, but still subordinate, nonmember basis remains a clever yet suboptimal substitute. Such relationships, as this monograph about Russia and the European Union explains, tend to produce shallow collaboration, symbolic summitry and costly standoffs. Closer cooperation is blocked by an ongoing dispute over terms, which is rooted in asymmetries in power, ambivalent preferences, uncertainty about the distributional costs and benefits of deeper engagement, and Russia's continued unwillingness or inability to lock-in the liberal domestic structures necessary to make credible commitments. Moscow's renewed self-confidence and geopolitical ambitions, bolstered by sustained economic growth and high energy prices, complicate the bargaining and further strain these special relationships which persist for lack of a realistic, superior alternative.

Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

EU is less dependent on Russia for trade and Russia is more dependent on the EU for trade. However, EU is more dependent on Russia for energy. With EU's growing energy dependence on Russia, the issue of energy security gains salience for the EU. There is a tendency in Russia to re-nationalize oil and gas industry. Greater government control over oil and gas would lead to lower investment in this area and also lower profitability due to inefficiencies inherent in government controlled organizations. This might impact energy supplies to the EU. The EU is demanding market reform and more social responsibility from Russia. The EU-Russia economic and trade issues are, therefore, politico-economic in nature. A number of summits have been held between the two economic partners but issues remain. The 25th EU-Russia summit was held May 31-June 1, 2010 when a Partnership for Modernization was launched for their mutual benefit based on democracy and the rule of law. The aim is to promote reform, enhance growth and competitiveness. This paper explores the nature and status of relationship between the two partners and how the relationship might be strengthened for their mutual benefit.

Book excerpt: Russia's attempts to create a single economic space with other post-Soviet states proceed against the background of these states' engagement with other regional entities, European Union in particular. Liberal scholars argue for mutual complementarity of diverse regional integration arrangements. Other disagree, seeing the world as divided in various civilization "camps" defined by their pro-western or non-western orientations. Using a formal gravity model, the article evaluates comparative attractiveness of the European Union versus Russia as potential centers and gravity poles for regional cooperation and integration of the post-Soviet states. It concludes that for the next five to ten years, Russia will remain an absolute attractor for most members of the Commonwealth of Independent States. Ukraine, in spite of its high level of attraction to the EU, is better off as a member of the Single Economic Space (SES) with Russia. In the longer run, the prospects of integration with the EU depend on the success of the SES, since none of its members stand better chances of integrating with Europe than the SES as a whole.

Book excerpt: Since the question of the EU opening official relations with the Eurasian Economic Union may soon become more topical, it is worthwhile considering the politics and economics of a hypothetical agreement. But on both accounts, there are basic difficulties for one party or the other.The forthcoming Austrian Presidency of the EU Council in the second half of 2018 is reportedly intending to propose an opening of a dialogue between the EU and the Eurasian Economic Union (EAEU). In a related vein, the new Italian government says it will block any renewal of EU sanctions against Russia. The question of how the EU might relate to the EAEU may thus become topical, and so it is worth giving some thought to the conceivable content of such interactions.Of the EAEU’s competences, the most relevant for the EU are tariffs and non-tariff barriers, notably technical product regulations and standards. The EAEU also has an extensive agenda for the development of a single market, whose chapter headings are all familiar to the EU. Some of these are operationally important, notably for the movement of people, while others are works in progress at this stage, but in general they are internal measures, rather than a matter for international agreements. For years, President Putin has been making speeches about the case for a common economic space from ‘Lisbon to Vladivostok’, without being specific about its possible content. If one is to take the slogan at face value, however, it would seem to imply at least a free trade agreement (FTA), whose core features might involve the cutting of tariffs and non-tariff barriers. Business interests in the EU are supportive of such a proposition and have undertaken some lively lobbying efforts along these lines. But is an FTA between the EU and the EAEU plausible on political and economic grounds for each side?
