In this paper I present a theoretical framework aimed at describing spatial arbitrage under uncertainty; I analyze the effect of changing transport costs on different, yet related, variables: volume of trade, volatility of prices, and levels of spatial price differentials. As a tribute to Enke and Samuelson the model is referred to as the stochastic Enke-Samuelson model. It provides predictions for variables (such as price volatilities or correlations) which cannot be defined in the deterministic framework of the standard spatial price equilibrium model. The statistical tests display a convergent array of evidence in favor of the model.

Book excerpt: Spatial price integration is extensively studied in commodity markets as a means of examining the degree of integration between regions of a geographically diverse market. Many commodity markets that are commonly studied are supported by a well-defined transportation network, such as the network of pipelines in oil and gas markets. In this paper, we analyze the relationship between spatial price integration, i.e., the distribution of prices across geographically distinct locations in the market, and the features of the underlying transportation network. We characterize this relationship and show that price integration is strongly influenced by the characteristics of the transportation network, especially when there are capacity constraints on links in the network. Our results are summarized using a price decomposition which explicitly isolates the influences of market forces (supply and demand), transportation costs and capacity constraints among a set of equilibrium prices. We use these theoretical insights to develop a unique discrete optimization methodology to capture spatiotemporal price variations indicative of underlying network bottlenecks. We apply the methodology to gasoline prices in the southeastern U.S., where the methodology effectively characterizes the effects of a series of well-documented network disruptions on market prices, providing important implications for operations and supply chain management.

Book excerpt: A large proportion of the least developed countries are landlocked and their access to world markets depends on the availability of a trade corridor and transit systems. Based on empirical evidence from World Bank projects and assessments in Africa, Central Asia, and elsewhere, this paper proposes a microeconomic quantitative description of logistics costs. The paper theoretically and empirically highlights that landlocked economies are primarily affected not only by a high cost of freight services but also by the high degree of unpredictability in transportation time. The main sources of costs are not only physical constraints but widespread rent activities and severe flaws in the implementation of the transit systems, which prevent the emergence of reliable logistics services. The business and donor community should push toward implementation of comprehensive facilitation strategies, primarily at the national level, and the design of robust and resilient transport and transit regimes. A better understanding of the political economy of transit and a review of the implementation successes and failures in this area are needed.
