Book excerpt: Little is known about the factors that contribute to organizational commitment among child welfare workers. Yet, since the early 1960s, child welfare has been plagued with high staff turnover rates that threaten the quality and continuity of services provided to vulnerable families. Child welfare organizations must be innovative and use proven models to assist in detecting when a worker has the intention of leaving the organization. The purpose of the study was to examine the relationship between intention to leave and organizational commitment among child welfare workers. Data were collected on 70 child welfare workers in North Carolina. The Three-Component Model of Employee Commitment was used to identify the types of commitment employees hold to their organization and predict employees' intention to leave their organization. The results suggested that only affective commitment independently predicted intentions to leave. Thus, all three components of this model may not be a good fit within the child welfare area to predict intention to leave. However, further research using this model with a larger child welfare sample is needed to see if these results continue to hold consistent.

Book excerpt: With the adoption of the United Nations Convention on the Rights of the Child (1989), commentators began to situate the evolution of the status of children within the context of the “property to persons” trajectory that other human rights stories had followed. In the first edition of A Question of Commitment, editors R. Brian Howe and Katherine Covell provided a template of analysis for understanding this evolution. They identified three overlapping stages of development as children transitioned from being regarded as objects to subjects in their own right: social laissez-faire, paternalistic protection, and children’s rights. In the social laissez-faire stage, children are regarded as objects, and largely as the property of parents. In the paternalistic protection stage, children are seen as vulnerable and in need of protection. The children’s rights stage lays emphasis on children as rights-bearers, as individuals in their own right with entitlements. In this second edition, new essays assess the extent to which children’s rights have been incorporated into their respective areas of policy and law. The authors draw conclusions about what the situation reveals about the status of children in Canada. Overall, many challenges remain on the pathway to full recognition and citizenship.

Book excerpt: This paper investigates whether offers of commitment contracts, in the form of self-imposed choice-set restrictions and penalties with no financial upside, are well-targeted tools for addressing self-control problems. In an experiment on gym attendance (N= 1;248), we examine take-up of commitment contracts, and also introduce a separate elicitation task to identify actual and perceived time inconsistency. There is high take-up of commitment contracts for greater gym attendance, resulting in significant increases in exercise. However, this is take-up is influenced both by noisy valuation and incorrect beliefs about one's time inconsistency. Approximately half of the people who take up commitment contracts for higher gym attendance also take up commitment contracts for lower gym attendance. There is little association between commitment contract take-up and reduced-form and structural estimates of actual or perceived time inconsistency. A novel information treatment providing an exogenous shock to awareness of time inconsistency reduces demand for commitment contracts. Structural estimates of a model of quasi-hyperbolic discounting and gym attendance imply that offering our commitment contracts lowers consumer surplus, and is less socially efficient than utilizing linear exercise subsidies that achieve the same average change in behavior.
