Book Comparing Quebec and Ontario

Download or read book Comparing Quebec and Ontario written by Rodney Haddow and published by University of Toronto Press. This book was released on 2015-03-27 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Can sub-units within a capitalist democracy, even a relatively decentralized one like Canada, pursue fundamentally different social and economic policies? Is their ability to do so less now than it was before the advent of globalization? In Comparing Quebec and Ontario, Rodney Haddow brings these questions and the tools of comparative political economy to bear on the growing public policy divide between Ontario and Quebec. Combining narrative case studies with rigorous quantitative analysis, Haddow analyses how budgeting, economic development, social assistance, and child care policies differ between the two provinces. The cause of the divide, he argues, are underlying differences between their political and economic institutions. An important contribution to ongoing debates about globalization’s “golden straightjacket,” Comparing Quebec and Ontario is an essential resource for understanding Canadian political economy.

Available in PDF, EPUB and Kindle. Book excerpt: Powerless under the country's constitution, Canadian municipal governments often find themselves in conflict with their provincial masters. In 2002, the Province of Quebec forcibly merged all cities on the Island of Montreal into a single municipality - a decision that was partially reversed in 2006. The first book-length study of the series of mergers imposed by the Parti Québécois government, The Merger Delusion is a sharp and insightful critique by a key player in anti-merger politics. Peter Trent, mayor of the City of Westmount, Quebec, foresaw the numerous financial and institutional problems posed by amalgamating municipalities into megacities. Here, he presents a stirring and detailed account of the battle he led against the provincial government, the City of Montreal, the Board of Trade, and many of his former colleagues. Describing how he took the struggle all the way to the Supreme Court of Canada, Trent demonstrates the ways in which de-mergers resonated with voters and eventually helped the Quebec Liberal Party win the 2003 provincial election. As the cost and pitfalls of forced mergers become clearer in hindsight, The Merger Delusion recounts a compelling case study with broad implications for cities across the globe.

Anticipating the enlargement of the EU, Regional Innovation Strategies also assesses the growing interest in the subject within policy, academic and practitioner circles in Central and Eastern European countries. This book aims to provide information on the new regional innovation polices and gives the first assessment of this promising pool of regional experiences.

Book excerpt: Welfare Reform in Canada provides systematic knowledge of Canadian social assistance by assessing provincial welfare regimes and emphasizing changes since the late twentieth century. The book examines activation, social investment, and economic inequalities and provides nuanced perspectives on social welfare across Canada's provinces in relation to trends and issues in the country and beyond. These conceptual, international, and historical perspectives inform in-depth case studies of social assistance reform in each province. The key issues of social assistance in Canada, including gender relations, immigrants, Aboriginal peoples, and the impact of activation programs, are addressed, as is the possibility of convergence taking place in provincial welfare policy. This book is the second volume in the Johnson-Shoyama Series on Public Policy, published by the University of Toronto Press in association with the Johnson-Shoyama Graduate School of Public Policy, an interdisciplinary centre for research, teaching, and executive training with campuses at the Universities of Regina and Saskatchewan.

Book Public and Social Services in Europe

Download or read book Public and Social Services in Europe written by Hellmut Wollmann and published by Springer. This book was released on 2016-07-12 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.
