The role of commercial security in the domestic setting in Europe is widely acknowledged; after all, the biggest private security company globally – G4S Group – has its roots in Scandinavia. However, the use of commercial security contracting by European states for military purposes in international settings is mostly held to be marginal. This book examines the implications of commercialisation for the peace and reconciliations strategies of European states, focussing specifically on European contracting in Afghanistan. Drawing upon examples from Scandinavia, Central Europe and Continental Europe, each chapter considers three key factors: the national contexts that give security contracting in Afghanistan its meaning; the national contracting practices; the political consequences for the operation in Afghanistan. This book will be of much interest to students of critical security studies, global governance, peace and conflict studies, European politics, and IR in general.

It is novel in placing the security dilemmas of small states in the context of wider ideas on international and institutional change, and in dealing with non-European states and regions.

Despite the official rhetoric, only a few tangible results can be presented concerning the operational readiness of European forces, and the EU’s inability to act was proven during the crises in the Balkans, NATO has experienced similar problems, as the majority of its members are EU countries. Both organizations have declared their resolve concerning the security and defense of their nations and territories, but, unfortunately, little has been done to lend these statements credence. In this context, the book analyzes several aspects of EU security and defense, including: the EU – NATO relationship, common defense policy and strategy, common capability building, common understanding of strategic changes, common operational planning and centrally synchronized exercises based on operational planning, etc. The member states have helped to make EU/NATO effective organizations, but unfortunately their individual interests and priorities constitute real challenges. This aspect should be discussed and addressed by political and military elites, scholars, analysts, students and the general public alike.

For the past four decades, almost every real-world event of any consequence has been traced to the supposedly omnipresent influence of neoliberalism. Instead, this book argues that states across the world have actually grown in scope and reach. The authors in this volume contest the view that the past three decades have been marked by the diminution of the state in the face of neoliberalism. They argue instead that we are witnessing a new phase of state formation, which revolves around hybrid rule—that is, a more expansive form of state formation that works through privatization and seeks pacification and depoliticization as instrumental to enhancing state power. Contributors argue that that the process of hybridization, and hybrid rule point towards a convergence on a more authoritarian capitalist regime type, possibly, but not necessarily, more closely aligned with the Beijing model—one toward which even the United States, with its penchant for surveillance and discipline, appears to be moving. By then the BRICS had fully morphed from investment jargon to a name for a new economic and political grouping that had the potential to challenge the unipolar hegemony of the United States and its Western allies. This work analyses the extent to which the concept of coexistence explains the individual foreign policies of the BRICS countries. The editors define coexistence as a strategy that promotes the establishment of a rule-based system for co-managing the global order.
