Book excerpt: The Vehicle and Operator Services Agency (VOSA) has increased the number of dangerous commercial vehicles that it removes from the roads from 28,900 in 2007-08 to 36,500 in 2008-09, but the Agency could make better use of its resources and the effectiveness of its roadside checks is constrained. VOSA relies heavily on roadside checks to enforce regulations, carrying out around 252,000 checks in 2008-9. VOSA's approach is more effective in targeting vehicles which do not comply with roadworthiness regulations but most accidents are caused by driver performance and driver behaviour. The police are responsible for enforcing road traffic laws and dealing with breaches but the Agency could use roadside checks and operator visits to educate drivers and operators about road safety. It does not have a comprehensive education programme for operators or drivers. The effectiveness of VOSA's roadside checks is constrained. Some stopping sites are no longer at strategically important locations owing to changes in the road network over time. Sites can also be rendered inoperable by local roadworks or diversions. The Agency's delegated powers to stop vehicles are provided inconsistently across Britain. The Agency's ability to target risky commercial vehicles entering the UK is limited by a lack of access to ship manifest and other information held by Government and because VOSA cannot always inspect incoming vehicles at ports. Not all sanctions can be deployed effectively against foreign drivers and the Agency has no direct power to impose sanctions on foreign operators.

They transport heavy, bulky cargo such as raw minerals, timber, construction materials, pre-fabricated modules, weapons, combat vehicles, and more. HDWVs are used in a variety of industries (mining, logging, construction, energy) and are critical to a country’s economy and defense. These vehicles have unique development requirements due to their high loads, huge dimensions, and specific operating conditions. Hauling efficiencies can be improved by increasing vehicle load capacity; however capacities are influenced by legislation, road limits, and design. Designing HDWVs differs from other multi-purpose all-wheel-drive vehicles. The chassis must be custom-designed to suit the customer’s particular purpose. The number of axles is another variable, as well as which ones are driving and which are driven. Tires are also customizable. Translated by SAE from Russian, this book narrates the history of HDWVs and presents the theory and calculations required to design them. It summarizes results of the authors’ academic research and experience and presents innovative technical solutions used for electric and hydrostatic transmissions, steering systems, and active safety of these vehicles. Book excerpt: Originally formed in Lavender Hill, South London, the Commercial Car Company soon opened a brand new factory in Luton, Bedfordshire, where it produced its first truck in 1907, with the first Commer bus appearing in 1909. Producing over 3,000 vehicles for the military during the First World War, Commer went bust in the 1920s and was bought by Humber, becoming part of the Rootes Group in 1931. Again producing many thousands of truck during World War Two, Commer entered the post-war era with a modern series of trucks and light commercials. Unusually, the company made its own diesel engine, the TS3, a two-stroke design with a distinctive noise that earned it the nickname Commer Knocker . In the 1960s, production moved to Dunstable and by the late 1970s Rootes had been sold to Chrysler, which rebranded the truck division as Dodge. After the Peugeot takeover, the vans and commercials were developed in partnership with the Renault truck division. Perhaps the most famous of the Commer vehicles was the PA/PB van, which was used by the post office in its thousands, as well as being converted into camper vans. Many still survive to this day, despite production of Dodges ceasing in the 1990s. Peter Daniels tells the story of Commer commercial vehicles in this new book."
