FAA is required to license or permit commercial space launches, but to allow the space tourism industry to develop, the act prohibited FAA from regulating crew and spaceflight participant safety before 2012, a moratorium that was later extended but will now expire on September 30, 2015. Since October 2014, there have been three mishaps involving FAA licensed or permitted launches. GAO was asked to examine the changes in the commercial space launch industry and FAA's oversight of the industry. This report addresses, among other things, (1) changes in the industry over the last decade, (2) FAA challenges in addressing industry developments, and (3) FAA's launch licensing workload and budget. GAO reviewed FAA's guidance and documentation on its launch permit, licensing, and safety oversight activities; interviewed FAA officials, industry stakeholders, and experts who were selected on the basis of their knowledge of FAA's oversight of the commercial space launch industry; and visited the spaceports where the two 2014 launch mishaps occurred.GAO recommends that FAA, in its budget submissions, provide more detailed information about the Office of Commercial Space Transportation's workload.

In 1997, for the first time commercial launches outnumbered government launches at the Eastern Range (ER), located at Cape Canaveral Air Station, Florida. Commercial activity is also increasing at the Western Range (WR), located at Vandenberg Air Force Base, California. The government itself is emulating commercial customers, shifting from direct management of launch programs to the purchase of space launch services from U.S. commercial launch companies in an open, competitive market. The fundamental goal of the U.S. space program is to ensure safe, reliable, and affordable access to space. Despite the inherent danger of space launches, the U.S. space program has demonstrated its ability to protect the public. Unless reauthorized, the indemnification provision expires this year. Continued growth and evolution in the industry is expected as reliance on space-based applications increases. AST is charged with overseeing the industry, including licensing and monitoring launch vehicle operations. GAO was asked to review developments in this industry. This report (1) describes FAA’s actions to integrate commercial space launches into the national airspace and (2) examines how well-positioned AST is to determine its current and future workforce needs, among other objectives. GAO is making four recommendations on workforce planning to AST, including that AST establish a timeline for finalizing longer-term workload projections and that AST ensure that it collects information from staff on skills and competencies in those areas that are currently needed and may be needed in the future.
