Download or read book Commercial Intratheater Airlift written by Ronald G. McGarvey and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Intratheater airlift delivers critical and time-sensitive supplies to deployed forces. Traditionally, military aircraft have provided this airlift. However, in recent years, commercial carriers provided a significant amount of airlift within U.S. Central Command. The authors examine whether the use of commercial airlift was more cost-effective than using organic U.S. Air Force aircraft for these historical movements.

Book excerpt: Intratheater airlift delivers critical and time-sensitive supplies, such as blood products for transfusions or repair parts for vehicles, to deployed forces. Traditionally, military aircraft have provided this airlift. However, for various reasons, in recent years a number of commercial carriers have provided a significant amount of airlift within U.S. Central Command. But was this more cost-effective than using organic U.S. Air Force aircraft? To explore this question, the authors collected historical (2009) U.S. Central Command data and created models to identify the most cost-effective combination of commercial and organic airlift to perform the required movements. The calculations needed to address differences in fixed and marginal costs across alternatives as well as the effects of price elasticities of demand for commercial airlift providers. Model optimization runs showed a preference for U.S. Air Force-organic aircraft but suggested that commercial alternatives should be retained to supplement Air Force aircraft for a small fraction of movements. The authors further observed that U.S. Central Command planners could have benefitted from more sophisticated decision support tools to make daily intratheater cargo-aircraft allocation decisions.

Available in PDF, EPUB and Kindle. Book excerpt: "Incorporating successful business practices from the FedEx Corporation's commercial air cargo system can increase productivity and effectiveness for U.S. Central Command's intratheater airlift system. The goal of this academic comparison is to recommend strategies for improvement and courses of action to make the intratheater airlift system more effective at supporting the warfighter in future conflicts. Although research on improving the intratheater airlift system is not new, this topic remains relevant as a continual problem area for the Joint Force Commander. Many researchers have improved specific aspects of the intratheater airlift system."--Abstract.

Book excerpt: n this extremely comprehensive overview of airlift and air mobility, Colonel Miller shows how the worldwide orientation of American foreign policy, the numerous threats to free-world interests, and the speed and complexity of modern warfare have combined with political and resource constraints to produce today's airlift doctrine and force structure. Airlift is the movement of goods and people to where they are needed, when they are needed there. Since the 1920s there has been an evolving awareness and articulation of how to best organize, train, and equip airlift forces for that mission. The worldwide orientation of American foreign policy, the numerous threats to free world interests, and the speed and complexity of modern warfare have combined with political and resource constraints to produce today's airlift doctrine and force structure. Colonel Miller's study traces these many interrelationships to discover what critical airlift decisions were made, why they were made, and what they may mean in the future. Airlift is the backbone of deterrence. A properly structured and equipped airlift force is critical to the successful execution of the national military strategy. How we think about airlift and how we translate those thoughts into a meaningful expression of how to develop, deploy, and employ airlift forces is vital to the national defense. Colonel Miller's study is a definitive step in that important process.

Book A Commercial Solution to the Intertheater Airlift Shortfall

Download or read book A Commercial Solution to the Intertheater Airlift Shortfall written by and published by . This book was released on 2004 with total page 97 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the United States reliance on rapid power projection, there is little prospect demands on airlift will decrease. On the contrary, today s significant gap between requirements and capabilities will likely increase as the nation faces new challenges prosecuting the war on terrorism. One of which is the increased likelihood of airlift forces operating in hostile environments due to the proliferation of weapons of mass destruction and man-portable surface-to-air missiles. There are several possible mainstream solutions to meet growing airlift demands including purchasing additional military-style aircraft, refurbishing aging aircraft, increasing Civil Reserve Air Fleet involvement, stockpiling more pre-positioned equipment, or increasing burden sharing with allies. This thesis asks whether complementing Air Mobility Command's current military-style aircraft fleet with commercially available aircraft is the most fiscally responsible option for solving Department of Defense's intertheater airlift shortfall? Given the long lead times for design, funding, and acquisition, understanding future requirements and operating environment is important. Unfortunately, predicting the future is impossible and often leads to incorrect and expensive assumptions. Therefore, when creating a future airlift fleet, planners should not only provide capability to meet specific threats, but also provide a sufficiently robust, flexible, and most generally capable force effective against even unforeseen circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO provided information on the Department of Defense's (DOD) airlift requirements, focusing on the Air Force's cost and operational effectiveness analysis (COEA) for its C-17 aircraft program. GAO found that: (1) although DOD concluded that the C-17 fleet was the preferred choice for meeting its airlift requirements, its analysis made three assumptions that favored the C-17 and significantly reduced the cost-effectiveness of proposed alternatives; (2) the C-17 was designed to replace aging aircraft, deliver cargo to small, forward airfields, and provide other operational advantages over existing aircraft; (3) the study's assumptions about airfield availability were not realistic; (4) the Air Force's utilization rate assumptions credited C-17 aircraft with undemonstrated utilization rate advantages; (5) DOD operating and support costs estimates were not valid because it no longer plans to use the C-17 in place of the C-130 for routine intratheater deliveries; (6) COEA was not intended to be used to assess the minimum number of aircraft needed to fulfill unique military requirements; and (7) when the three questionable assumptions are adjusted for, a mixed fleet becomes more cost-effective and capable of meeting military airlift requirements.
