Book excerpt: Excerpt from Commercial Feeding Stuffs: 1960 Report on Inspection The statute relating to concentrated commercial feeding stuffs (chapter 428, General Statutes, Revision of 1958) imposes upon the Station: (1) all duties incidental to the annual registra tion of feeds offered for sale in the State; (2) the collection of samples for inspection and analysis; (3) the examination of all samples so collected; (4) the preparation and publication of a bulletin summarizing the results of inspection and giving other pertinent information; and (5) joint responsibility with the Food and Drug Commissioner for rules and regulations carrying out the provisions of the law. As a result of a general reorganization of State departments by the General Assembly in 1959, the Food and Drug Commission was abolished and its duties transferred to a new Department of Consumer Protection. Section 22-116 of the 1959 Revision of the General Statutes delegates the enforcement provisions of the feed law to the Com missioner of Consumer Protection. Tion where feeds enter into interstate commerce, is perhaps not known and appreciated as it should be. When it is believed that a dealer is offering an adulterated article in good faith and is entirely ignorant Of its true nature, CO operation between state and federal officials may lead, to the prose cution of the party responsible for placing the article on the market. In this way the federal law can be of great assistance to those engaged in local control work, but this fact should not -be taken to indicate that the responsibility of the retailer is any less, and he should use every means at hand to acquaint himself with the charac ter of the goods he is handling. On account of our increasing population and pre Use Of vailing high prices, it is becoming more and more low Grade necessary to utilize all by-products having any sub Products. Stantial food value in the feeding of our domestic animals. While screenings, weed seeds, oat hulls, corn cobs, cottonseed bulls, and other low grade material may con tain some nutriment, the foregoing statement should not be taken to indicate that a compounded feed containing one or more Of these materials together with some highjgrade concentrate is just as valu able as the high-grade concentrate itself. Where such a mixture is offered at its face value and no misrepresentation attempted, it is certainly a legitimate article of trade and Should be so recognized. The writer firmly believes, however, that In order that the consumer may purchase intelligently, the ingredients going to make up a com pounded feed should be stated on each package; but no legislation absolutely prohibiting the sale of low grade material Should be enacted except in cases where it can be shown that certain kinds of material are poisonous or injurious to the animal.
