Book excerpt: [Résumé] Les PME, performantes et réactives dans leur coeur de métiers, ont généralement une approche méthodologique assez limitée dans la gestion de leur système d'information. Les entreprises qui ont intégré l'informatique dans leur stratégie ne font pas exception à cette règle. De plus, l'informatique, toujours en mouvement, ne favorise pas l'ancrage de méthodes. Dans un petit service d'études informatiques peu mature an sens du CMM et composé de 6 personnes, c'est sur la somme des performances individuelles que repose la réussite de l'ensemble. Un turn-over important peut "foudroyer" le service. Lorsque cela s'est produit, il a fallu mettre à profit la crise pour amorcer des changements de fonds. Il a été nécessaire de trouver des solutions adaptées et progressives, des méthodes simples, économiques, mais efficaces. Le dispositif mis en place devrait protéger l'entreprise des conséquences d'une pareille situation. Dans cet objectif, j'ai éléboré et mis en oeuvre un plan d'amélioration visant à fournir un cadre méthodologique aux activités du service, tout en favorisant largement la comunication. Mon plan s'est appuyé sur des méthodes et des "bonnes pratiques" sélectionnées au cours d'une phase d'analyse. Pour piloter le service, j'ai conçu une méthode "maison" de suivi de l'activité, couvrant l'ensemble des processus, de la gestion du portefeuille au bilan de projet, en passant par le planning; L'outil associé a permis de répondre à 2 objectifs : le pilotage opérationnel de l'activité (rendement, conformité au planning) et le reporting destiné au Comité informatique. La démarche de conduite de projet a été construite autour de certains pincipes du génie logiciel (cycle de vie, modèle d'estimation) et des classiques de la gestion de projet (analyse de risques, planification). Ce cadre structurant est devenu un gage de cohésion et de pérennité pour le service informatique, de réactivité, de performance mais aussi de sécurité pour l'entreprise.
