Book excerpt: "Partnering with like-minded nations is a key component of the United States' National Security Strategy. Historically, the United States' record on partnering in conflicts has been mixed. The Department of Defense has made significant investments in building partner capacity in the last two decades. Training, education, and organization focus on partnering at the tactical and operational levels and have improved significantly from their near-zero status prior to the Global War on Terror. Even so, a key element to foreign force advising remains unexplored. Are U.S. military advisors serving overseas simply to provide their best military advice to the host nation, or are they to actually command those foreign forces, either directly or indirectly, in order to achieve the strategic aims of the United States? This subject can be expanded to ask further questions such as: are there some instances where command is warranted? does the nature of the conflict or the capacity and capabilities of host nation forces influence the decision between the two? are there trade-offs to be made between commanding and advising and if so what are they? By examining the experience of General Joseph Stilwell, US Army, who served as the senior military advisor to China during WWII, this paper suggests four factors which military advisors should carefully consider when confronted with the dilemma of commanding or advising host nation forces. These four factors are the host nation's leadership, the stability of the strategic situation, the host nation's cultural conceptions of command, and the desired relationship between the United States and the host nation."--Abstract.

Book excerpt: In September 1977, President Carter requested that the Secretary of Defense initiate a searching organizational review of the National Military Command Structure (NMCS). He requested an unconstrained examination of alternatives for making it more effective and efficient in carrying out the national security mission. This Report presents and evaluates alternatives responsive to the President's instructions. What emerged from the discussions and studies was a consensus that, by and large, the system has been generally adequate to meet our national security needs in peacetime, crisis, and wartime. We did find, however, a general perception of some fundamental shortcomings which may make it incapable of dealing adequately with our future needs. The present National Military Command Structure was created by the National Security Act of 1947, as amended. It has evolved, through a series of amendments up to 1958, from a decentralized National Military Establishment of separate Military Departments to today's Department of Defense (DoD) headed by a Secretary of Defense with full authority and responsibility for its operation.

Lynn Roberts initiated the Korean Military Advisor Group. This element had been approved by both the Joint Chiefs of Staff, as well as President Truman, and served as the primary advisors, mentors, and trainers for the South Korean Army. Initially consisting of five hundred men, this element would soon be tested as tensions, and eventually war, began with North Korea. US advisors that were assigned to the Korean Military Advisor Group contended with a multitude of issues that prohibited the completion of their assigned tasks. The solutions that they adapted enabled them to minimize many of the cultural and societal differences during their training, created a system that could be maintained by the Koran Military upon their departure, and created a training program that could be implemented during ongoing hostilities with North Korea. For the past eleven years United States military forces have conducted similar training in Iraq and Afghanistan. How the Korean Military Advisor Group conducted their training, equipping, and eventual transition of ongoing alliance operations during the Korean War to indigenous Korean military forces has direct applicability to current military operations in Afghanistan.

Dr. Simons' Letort Paper aims to redress this gap. She examines 21st-century challenges of command through the lens of Special Operations Force (SOF) experiences in Afghanistan (and to a lesser extent Iraq), primarily at the O-4 through O-6 level. Her purpose is twofold: to describe the kinds of choices commanders face under the dual pressures of too little time and too much (incomplete) information, an to draw attention to the debilitating effects of what she dubs 'objectiveless warfare.' The lack of clear, tangible objective is but one among a number of factors that, she contends, prevents commanders at all levels from being able to affect lasting changes. However, rather than use this to tee up the usual argument about the need for a coherent strategy, she concentrates instead on hierarchy, and argues that without a singular hierarchy, coherent strategy will prove insufficient. According to Dr. Simons, hierarchy is the most powerful antidote to paralysis humans have yet invented, whereas multiple hierarchies lead to 'stakeholder fratricide.' She makes a provocative case for why, in the style of General George C. Marshall, the military should revisit the rubric of 'singular hierarchy + ownership.' By this she means that one individual and his/her staff needs to 'own' the war or the problem (e.g. Afghanistan, Iraq, the Islamic State of Iraq and Syria [ISIS], etc.) until it is resolved, or until the commander is removed on the unlikely chance that the objectives one sets cannot be met. Simon highlights the importance of decisiveness, while also explaining how adoption of a 'singular hierarchy + ownership' approach can help both protect and promote variation within the officer corps. In her view, variation is essential for being able to out-think and out-adapt adversaries"--Pages vii-viii.
