The purpose of this report is to document the results of a MORS sponsored workshop to address the development and application of C3IEW MOE throughout DoD.

Abstract: Combat Electronic Warfare Intelligence (CEWI) Battalions have only been in the Army force structure for about 10 years. Initial testing of the CEWI concept occurred in the mid 70s and activation of CEWI units occurred in the late 70s and early 80s. Most of the CEWI battalions that have been formed over the last decade have just now (1988-1990) been fielded with objective intelligence and electronic warfare systems. As a result, the doctrine and many of the procedures that underwrites CEWI operations are relatively immature. The author commanded the Army's first fully modernized heavy division CEWI unit. the unit achieved full modernization in July of 1988 just prior to the annual REFORGER exercise where its capabilities were fully utilized in unconstrained (relatively) tactical operations. This study seeks to provide insights into existing CEWI doctrine and to offer some alternatives to current tactics, functions, techniques and procedures for the evolution of CEWI organizations and operations. Book excerpt: From the Russo-Japanese War of 1904–1905, through World Wars I and II and up to the present day, the field of electronic warfare has developed at a truly astonishing speed. The early use of radio to organize and coordinate basic naval actions over 100 years ago has evolved into today’s staggeringly complex Command, Control, Communications and Intelligence (C3I) networks that enable field commanders to coordinate massive, multi-faceted military engagements from a single point of command. Unlike the trenches of the early 20th century, the front-lines of modern wars are often difficult to define unless viewed through the prism of the electronic systems that control troops, locate and identify targets, aim long-range missiles, or coordinate air strikes. The electronic warfare component of modern battle is now so vital to the overall concept of warfare that a large proportion of hostile activity is conducted in the invisible world of “battlespace,” separate although crucial to that of the physical theater of operations. In this other realm, parallel wars are waged and unseen conflicts for control and exploitation of the electromagnetic spectrum ensue. Technology in Warfare charts the development of a field which continues to evolve, often in unexpected directions, with electronic warfare devices constantly advancing to meet the latest threats and challenges in a seemingly endless cycle of counter-measures and counter-counter-measures. From the successes of Winston Churchill’s “Wizard War” to the crushing defeat of Saddam Hussein’s forces in the 1990–91 Gulf War, this book examines electronic warfare’s great influence on the outcomes of modern conflicts, and attempts to provide insight on the future development of a field which – although rarely credited as such – represents one of the most vitally important aspects of warfare over the last century. Book excerpt: The author introduces basic definitions, functions, and processes of command, control, communications, and intelligence (C3I). He develops a conceptual model of the combat operations process based on the American approach to war. The study investigates the stochastic nature of combat operations and develops a guide to effective command. Major Orr concludes that a distributed C3I architecture designed to exploit the unpredictability of combat is best suited to the true nature of combat and the strengths of American fighting units. Chapter I summarizes the work of the military theorists I found most useful and discusses the American approach to war. Challenges to this approach by advocates of "maneuver warfare" also receive attention. These summaries form the basis for later comments on the nature of war and the combat operations command process. Chapter II introduces the basic definitions, functions, and process of C3I. I then modify a conceptual model of the C3I process to produce a conceptual model of the combat operations process. The detailed discussion of the decision and force application functions within this process introduces two additional conceptual models. The power distribution model describes combat in terms of the location of sources of power and the ability of these power sources to apply military force. This model includes the evolution of this power distribution due to maneuver and actual combat interactions. This power distribution model is the basis for the discussion of command in Chapter III. The second model is introduced in the military problem-solving process model. This model, applied to the problem of controlling the evolution of the power distribution, provides the framework for the investigation of effective command of the combat operations process. Chapter III looks at the concept of command in combat operations. It identifies and discusses the implications of the stochastic nature of combat operations-the unpredictability of combat results and the uncertain, probabilistic nature of combat. Theoretical concepts are illustrated using simple military examples. As a result of these observations, the chapter defines military command as control of the evolution of the power distribution, and it links strategy to the problem of influencing this evolution into desirable patterns.
