Book excerpt: The logical structure of a new comprehensive C3 system model which is independent of national origin and tactical situation and which forms the basis for development of a computer simulation for analysis of C3 systems performance is introduced. Three classes of C3 MOEs which when taken together completely describe all the critical elements of C3 system's performance are also introduced. One of these MOE classes (ie, the MU class) includes most of the MOEs which have been proposed and utilized previously. In addition, two other classes are proposed which include a measure of the effects of information consistency (ie, the ALPHA-BETA class) as well as a completely new class of MOEs describing the knowledge differences between the elements of a force and between two opposing forces (ie, the DELTA-K class). Each of these classes of MOEs has both local and global interpretations which permit the evaluation of the component parts of a C3 system as well as of the performance of the C3 system as a whole. Book excerpt: Predicting the performance of a C3 system consisting of sub-systems requires the integration of such sub-system models with the communication system models. When the system is used for a time critical mission, the network delay may play a decisive role in battle management. The architecture of a C3 system is represented by two layers: the functional layer and the physical layer. The synthetic execution model contains both architecture layers as separate executable models. Then, the layered executable models are combined to develop a performance prediction model. The executable functional model uses a Petri net to describe the logical behavior and the executable physical model uses a queuing net to represent the demand and/or contention of resources. The message-passing pattern is generated from the executable functional model using a state space analysis technique. The executable physical model processes these messages preserving the message-passing pattern. Once the network delay is measured in the executable physical model it is inserted into the functional model.

Book excerpt: This study looks at the problem of C3 Interoperability within DOD today and assesses the impact that test and evaluation programs may have in assuring C3 systems interoperate. The history of C3 interoperability begins in Vietnam but becomes a central U.S. government issue in the review of the Grenada invasion. Congress was so incensed they passed the Goldwater-Nichols act mandating 'jointness.' Over time this joint development of the DOD may solve C3 interoperability, but in the present and near future our problems are enormous. A certification program for C3 systems is the surest method of arriving at near term interoperability. This certification process features a test and evaluation program encompassing traditional testing and evaluation of joint exercises. Future systems have requirements for interoperability that must be resolved before full scale development occurs. Robotics, space systems and battle simulations are but a few of the systems needing interoperability standards for joint development. We must attack our service parochialism and strive for joint C3 systems that can function on a moment's notice anywhere in the world.

It was sponsored by Panel VII (on Defense Applications of Operational Research) of NATO's Defense Research Group (DRG) and took place 27-29 July 1982 at NATO headquarters in Brussels. Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Book excerpt: The Army's ongoing acquisition of modernized Command and Control Communications (C3) Systems portends a quantum leap in present capabilities. Tremendously expensive, the effort represents a dramatic shift from past procurement policies inasmuch as it recognizes the need for a systemic, interactive C3 network that will not only support the Army's Air Land Battle doctrine, but also the C3 needs of Joint and/or Combined operations. While the acquisition effort is laudable, the author perceives a weakness in the Army's ability to adequately manage these new-found resources. Simply put, the capabilities and complexity of existing and soon-to-be fielded systems outstrip the antiquated management techniques used for controlling these vital resources. In order to meet this challenge the author offers a conceptual approach for harnessing our C3 systems. Key to this approach is the need to accurately recognize the problem. In order to function properly, the new systems must be engineered and installed to meet very precise and exacting requirements--a need exacerbated by the trend towards increased interconnectivity and interdependence of disparate systems. The answer, therefore, lies in management systems which acknowledge and address this critical need.
