Book excerpt: This thesis uses a combination of historical research and analytical application to answer the question: What are the important considerations for successful command and control of a Commander In Chief's In-extremis Force when employed as part of a joint special operations contingency force. The thesis first determines current doctrine for joint special operations command and control, then evaluates how the application of that doctrine affected the outcome of four recent Special Operations Force (SOF) missions. This study focuses on the U.S. European Command Theater of Operations and the Special Operations Command Europe. The results, however, are relevant to SOF worldwide. The analysis of current doctrine reveals that there are six distinct elements which are important to command and control of joint SOF. The historical research shows that all six elements played a part in the ability of SOF to accomplish assigned missions. The thesis then analyzes the trends throughout these employments and makes the determination that all six elements need to he considered by staff planners and commanders. It then identifies four elements that are critical to increase the chance for success.

Book excerpt: The establishment of the United States Special Operations Command (USSOCOM) in the late 1980's created a single command designed to correct serious deficiencies in the ability of the United States to conduct special operations and engage in low-intensity conflict. Among other things, the creation of USSOCOM intended to correct problems associated with the command and control of Special Operations Forces (SOF). However, these command and control problems still exist today. Recent contingency operations in Afghanistan and the Philippines have shown the command and control difficulties with SOF. The command and control structure established for Task Force DAGGER was ad hoc in nature and did not follow current doctrine. Although not perfect, the C2 structure established for Operation Enduring Freedom- Philippines followed current doctrine and proved much easier to work with. Current doctrine is a starting point for establishing command and control structures and combatant commanders should follow this doctrine when establishing lines of command. Creating a Standing Joint Task Force is not the way for combatant commanders to establish their staffs. In contrast, this paper argues that the optimal C2 for SOF operations in the 21st century should be a blend of doctrine and practical lessons learned during recent combat operations.

It is difficult in a few words to pay John Collins the tribute he deserves for continuing efforts to educate both the Congress and the U.S. Armed Forces concerning the capabilities and limitations of special operations and the forces they involve. This latest addition to his carefully researched studies combines history, philosophy, factual data, and reference materials in a single document that should be on the desks of civilian and military leaders whose responsibilities relate in any way to special operations.

Book excerpt: In 1986, the Congress called for the establishment of a joint service special operations capability under a single command. In April 1987, the Secretary of Defense established the Special Operations Command with the mission to provide trained and combat-ready special operations forces to DOD s geographic combatant commands. Section 167(e) of Title 10, U.S. Code directs that the Commander of the Special Operations Command be responsible for and have the authority to conduct all affairs of such command related to special operations activities. Under this section, the Commander is also responsible for and has the authority to conduct certain functions relating to special operations activities whether or not they relate to the Special Operations Command, including: preparing and submitting to the Secretary of Defense program recommendations and budget proposals for special operations forces and for other forces assigned to the Special Operations Command; exercising authority, direction, and control over the expenditure of funds; training assigned forces; and monitoring the promotions, assignments, retention, training, and professional military education of special operations forces officers. In addition, Section 167 directs the Special Operations Command to be responsible for the following activities as they relate to special operations: (1) direct action, (2) strategic reconnaissance, (3) unconventional warfare, (4) foreign internal defense, (5) civil affairs, (6) psychological operations, (7) counterterrorism, (8) humanitarian assistance, (9) theater search and rescue, and (10) other activities such as may be specified by the President or the Secretary of Defense. 9 Appendix II defines these activities assigned to the Special Operations Command. DOD has also assigned additional activities to the Special Operations Command.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

SO are conducted in all environments, but are particularly well suited for denied and politically sensitive environments. SO can be tailored to achieve not only military objectives through application of special operations forces (SOF) capabilities for which there are no broad conventional force requirements, but also to support the application of the diplomatic, informational, and economic instruments of national power. SOF are those forces identified in Title 10, United States Code (USC), Section 167 or those units or forces that have since been designated as SOF by Secretary of Defense (SecDef). Generally, SOF are under the combatant command (command authority) (COCOM) of the Commander, United States Special Operations Command (CDRUSSOCOM), or the respective geographic combatant commander (GCC) to which they are assigned. During the years following, the US Army found itself increasingly called upon to lead multinational operations in the lower to middle tiers of the range of military operations and conflict continuum. The events of 11 September 2001 led to more than 15 years of intense focus on counterterrorism, counterinsurgency, and stability operations in Iraq and Afghanistan. An entire generation of Army leaders and Soldiers were culturally imprinted by this experience. We emerged as an Army more capable in limited contingency operations than at any time in our nation's history, but the geopolitical landscape continues to shift and the risk of great power conflict is no longer a remote possibility.While our Army focused on limited contingency operations in the Middle East and Southwest Asia, other regional and peer adversaries scrutinized US military processes and methods and adapted their own accordingly. As technology has proliferated and become accessible in even the most remote corners of the world, the US military's competitive advantage is being challenged across all of the warfighting domains. In the last decade, we have witnessed an emergent China, a revanchist and aggressive Russia, a menacing North Korea, and a cavalier Iranian regime. Each of these adversaries seeks to change the world order in their favor and contest US strategic interests abroad. The chance for war against a peer or regional near-peer adversary has increased exponentially, and we must rapidly shift our focus to successfully compete in all domains and across the full range of military operations.Over the last two years, the US Army has rapidly shifted the focus of its doctrine, training, education, and leader development to increase readiness and capabilities to prevail in large-scale ground combat operations against peer and near-peer threats. Our new doctrine, Field Manual (FM) 3-0, Operations, dictates that the Army provide the joint force four unique strategic roles: shaping the security environment, preventing conflict, prevailing in large-scale combat operations, and consolidating gains to make temporary success permanent.To enable this shift of focus, the Army is now attempting to change its culture shaped by over 15 years of persistent limited-contingency operations. Leaders must recognize that the hard-won wisdom of the Iraq and Afghanistan wars is important to retain but does not fully square with vi the exponential lethality, hyperactive chaos, and accelerated tempo of the multi-domain battlefield when facing a peer or near-peer adversaryTo emphasize the importance of the Army's continued preparation for large-scale combat operations, the US Army Combined Arms Center has published these volumes of The US Army Large-Scale Combat Operations Series book set. The intent is to expand the knowledge and understanding of the contemporary issues the US Army faces by tapping our organizational memory to illuminate the future. The reader should reflect on these case studies to analyze each situation, identify the doctrines at play, evaluate leaders' actions, and determine what differentiated success from failure. Use them as a mechanism for discussion, debate, and intellectual examination of lessons of the past and their application to today's doctrine, organization, and training to best prepare the Army for large-scale combat. Book excerpt: With the ever-increasing number of "non-traditional" missions the United States military is faced with in the twenty-first century, operational commanders will be required to form unique joint organizations designed to complete these missions. While not a new problem, joint force commanders of General Purpose Forces (GPF) must identify the appropriate way in which to integrate Special Operations Forces (SOF) into their plans. More specifically, GPF and SOF Commanders must agree upon the proper command and control structure for Special Operations that meets the needs of the GPF Commander, while ensuring that the SOF element is utilized correctly. Current joint and SOF doctrine specifies proposed command relationships between SOF and the GPF Commander, yet we continually face problems within this arena. Because of the unique nature of Special Operations, many conventional commanders and planners are not familiar with SOF capabilities, limitations, roles and missions. As a result, the conventional planning staff typically expects more than the SOF unit can deliver or conversely under utilizes the SOF unit's capabilities. A revived command and control architecture rich with liaisons designed to assist joint force planners and commanders would help the United States military take a large step in the right direction of maximizing our joint capabilities, while minimizing mis-management in a time of shrinking forces and expanding missions.
