First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. The joint force commander (JFC) employs maritime power to influence events on land either directly through maritime power projection (e.g., amphibious assault) or indirectly through control and dominance of the maritime domain. Joint maritime operations (JMO) tend to be decentralized. The key tenets to command and control (C2) philosophy are the necessity of the subordinate commanders to execute operations independently but in accordance with a thorough understanding of the commander's intent, and command by negation or mission command. There are five core capabilities of US naval forces: forward presence, deterrence, sea control, maritime power projection, and maritime security. Additional naval capabilities include: foreign humanitarian assistance (FHA), strategic sealift, seabasing, and homeland security support.

Book excerpt: This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

Book excerpt: The composite warfare commander (CWC) is a Navy command and control construct that was designed for the former carrier battle group in, and specifically for, the Cold War. Though the carrier battle group and the Cold War are both gone, the command and control doctrine, organization, and supporting systems designed for a very specific operational environment remain intact. This paper will analyze the objectives, organization, and process of the composite warfare commander, task force commander, and maritime operations center, and how they will interact in today's joint operational environment. It will analyze the strengths and weaknesses of the CWC architecture, specifically in terms of interoperability, flexibility, and scalability. From this analysis, it will draw conclusions on the CWC's ability to effectively apply itself across the entire spectrum of joint operations. From the conclusions, this paper will propose recommendations on developing following concepts: 1) a modular naval task force, 2) a task force command and control organization comprised of six operational directors, and 3) hands-on professional military education for joint maritime operations. Ultimately, this paper will reinforce how the tactical command and control system that is employed by the Navy directly impacts how all services plan and execute joint maritime operations.
