Book excerpt: The qualities of commanders and their ideas are more important to a general theory of command and control than are the technical and architectural qualities of their computers and communications systems. This theory separates the art of command and control (C2) from the hardware and software systems that support C2. It centers on the idea of a command concept, a commander's vision of a military operation that informs the making of command decisions during that operation. The theory suggests that the essential communications up and down the chain of command can (and should) be limited to disseminating, verifying, or modifying command concepts. The theory also suggests, as an extreme case, that an ideal command concept is one that is so prescient, sound, and fully conveyed to subordinates that it would allow the commander to leave the battlefield before the battle commences, with no adverse effect upon the out-come. This report advances a theory about military command and control. Then, through six historical case studies of modern battles, it explores the implications of the theory both for the professional development of commanders and for the design and evaluation of command and control architectures. The report should be of interest to members of the Joint Staff and the services involved in developing command and control doctrine for the U.S. military, and to all of those interested in the military art and science of command and control.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: Since January 1999, there has been a tremendous level of debate within the U.S. Army concerning how it should be organized and how it should deploy; specifically, its ability to rapidly deploy within 96 hours and provide a deterrence force of two to five thousand personnel. Army advocates for change argue that the Army's current force structure consists of heavy mechanized forces and light airborne forces, but no medium-weight, rapidly deployable, ground force capability that can perform a multi-mission role. This role should cover a wide spectrum to include decisive combat and operations other than war, specifically, support and stability operations. In order to bridge this gap, the Army's Training and Doctrine Command (TRADOC) has been designated the proponent to develop a rapidly deployable, medium-weight force; its name, Strike Force. As the proponent, TRADOC has developed a Strike Force Operational and Organizational Concept - a concept that has recently been approved by General Reimer, Army Chief of Staff. Many critics challenge the validity of the Strike Force concept, as the need for this capability has appeared to materialize from nowhere. Those critics have brought to the forefront several fundamental questions; such as, what are the operational requirements, purpose, and mission of such a force? Is there a current shortfall regarding the Strike Force concept within the Department of Defense in general and within in the U.S. Army in specific? Would the establishment of such a force be redundant with current Army or other service capabilities? Does the Army envision a requirement to change its methods of force tailoring and organizing forces for operations in order to meet the dynamic needs of emerging and future operational requirements? This monograph explores the viability of the Strike Force concept in terms of the U.S. Army's current and future mission requirements.

Differentiating mission command from command and control provides clarity, allows leaders to focus on mission command in the context of the missions they execute, and aligns the Army with joint and multinational partners, all of whom use the term command and control.Command and control-the exercise of authority and direction by a properly designated commander over assigned and attached forces-is fundamental to the art and science of warfare. No single specialized military function, either by itself or combined with others, has a purpose without it. Commanders are responsible for command and control. Through command and control, commanders provide purpose and direction to integrate all military activities towards a common goal-mission accomplishment. Military operations are inherently human endeavors, characterized by violence and continuous adaptation by all participants. Successful execution requires Army forces to make and implement effective decisions faster than enemy forces. Therefore, the Army has adopted mission command as its approach to command and control that empowers subordinate decision making and decentralized execution appropriate to the situation.

Mission orders tell a subordinate what to do and why he is doing it, but does not tell him how. By not telling a subordinate how to do something they can better account for and deal with the friction and fog of war to accomplish the commander's intent. ADP 6-0 Mission Command published in September 2012 lays out principles and tasks for commanders and staffs to prepare orders, and to execute command and control operations. ADP 6-0 states that army mission command comes from the German concept of Auftragstaktik. This study analyzes the U.S. Army's historical examples of mission command in using three distinctly different American general officers from three separate periods of American military history. Mission command existed in the American army prior to the Prussian army of the mid to late nineteenth century and the US Army's formal adoption of mission command in the 1980. Analysis of the military careers of Generals Zachary Taylor, Ulysses S. Grant, and John J. Pershing shows these military commanders successfully displayed a mission command style of command. To conduct this analysis a short biography that shapes the traits, personality, and education of the general is important along with a description of the military environment of their respective period. These two important aspects place in context the detailed analysis of how they applied mission command to achieve operational and strategic success through military means. Historical examples of mission command educate leaders and provide tools to draw from, so they can effectively lead soldiers in combat when a lack of combat experience exists. American commanders applied mission command throughout all conflicts the United States has participated in, and it began prior to German Auftragstaktik. American examples are more applicable for American leaders as the U.S. military culture of citizen soldiers is very different from the militaristic society of Germany that produced Auftragstaktik. There is a current a gap in historical examples of mission command that portray the command style used by historical American leaders. By educating current army leaders with successful historical examples of mission command, they can effectively apply mission command.
