Même si des universités inspirées en partie du modèle germanique ont fini par se mettre en place sous la Troisième République, leurs structures ont eu le plus grand mal à faire face aux différents défis du XXe siècle, comme le montre l'actualité depuis trente ans. Chaque réforme a, en quelque sorte, recréé une nouvelle université tout en laissant en place des fragments du système précédent. En se fondant sur une vaste enquête à la fois sociale, intellectuelle et politique sur les professeurs de l'enseignement supérieur sous la Troisième République et en recourant à la méthode comparative, l'auteur propose une interprétation nouvelle de ces dysfonctionnements. Celle-ci place au centre les responsabilités des acteurs au lieu, comme on le fait rituellement, d'accuser les structures ou la société dans son ensemble. Cette enquête rétrospective comble un vide historiographique important mais se veut aussi une contribution constructive à l'analyse du présent grâce à une sorte de plongée dans l'inconscient collectif des universitaires. Si l'ouvrage récuse l'image d'un âge d'or qui s'attache à cette époque, il montre aussi, contrairement aux essais passionnés mais partiaux que suscite l'enseignement supérieur en France, que la communauté universitaire, pour peu qu'elle le veuille, a su trouver hier des solutions novatrices pour tenter de rendre l'université possible. Book excerpt: As a symbolic and social space, a field of power and articulation, the university configurates mechanisms of academic and admnistrative order, which in fact regulate the trajectories of the students. In general, current explanations are the result of research studies that have favoured variables external to universities such as those concerning economic, social or symbolique categories. These results are acknowledged by the scientific community. This thesis is concerned with the evidence of the effect of the university system, namely of iys mechanisms, in the building of student trajectories. It begins with a description and a characterisation of the mechanisms and trajectories concerne, then bases its analysis on the following question: How do students represent themselves and negotiate their university trajectories in relation to the academic and administrative mechanisms established by the university ? The research in this thesis has been carried out in the context of a Mexican university: the Universidad Autonoma Metropolitana Xochimilco (UAM-X). However, its conclusions can be extended to higer education institutions in Latin America (IES), and to any other universities.This thesis is based on the following postulates: P 1- Both mechanisms and trajectories are permeated and sustained by complex logic structures. P 2- The university trajectories of Sociology students in UAM-X are made up, via a mechanism, by the institution's instigating-coercive system and the actions taken by the students. P 3- Trajectories change according to the mechanisms established by the university and the strategies of the concerned parties, more specifically, the students. With reference to the theoretical context, and influenced by the complexity of each case, it results from these three postulates, and from the working hypotheses, but not from the research hypotheses, in the strict meaning of this term. This research has the following three main objectives : 1. To characterise and analyse student trajectoires in the period 1974-2002. 2. To build, from three data bases, secondary, quantitative and qualitative data respectively, a typology with reference to a pluralistic approach. 3. To produce a comprehensive and partially explicative contribution to the relationship: institutional mechanisms / student trajectories.

Book excerpt: Scholars in the Marketplace is a case study of market-based reforms at Uganda's Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.

His government has impressed many observers as Uganda's most innovative since it gained independence from Britain in 1962. The Economist recommended it as a model for other African states struggling to develop their resources in the best interests of their peoples. But where was change to start? At the bottom in building resistance committees, or at the top in tough negotiations with the IMF? How was it to continue? Was it in the restructuring of the national army, in increasing respect for human rights, in the reform of education, in tackling AIDS, or in getting Ugandans to speak a common language?
