Book excerpt: The Comintern and the Global South: Global Designs/Local Encounters studies the relations and productive tensions between the Third International, intellectual histories of racial justice and anti-imperialism, as well as other forms of internationalism. Building on extant institutional histories of the Third International, it moves in new directions by focusing on the points of intersection – often conflictual and short-lived – with anti-imperialist, anti-racist, and nationalist organizing, making the Third International a site of encounter between a global political project and more local and regional contexts. Due to the broad range of geographic and linguistic expertise of the contributors, this book traces routes of exchange that are often elided in existing studies of the Third International. The chapters address how actors from Global South contexts shaped key debates on, for example, the role of Black, Indigenous, and migrant labor, the "Islamic question," and the "peasant question," which challenged Bolshevik epistemological frameworks. All such "questions" involved political subjectivities that the Comintern tried to reductively frame within a global revolution driven by Moscow, resulting in the Comintern’s ultimate disintegration. Nevertheless, this juncture between the Comintern’s global designs and its local encounters left a significant legacy that would later be reconfigured in mid-century anticolonial movements.

Book excerpt: This book provides an analysis of the articulation and organisation of radical international solidarity by organisations that were either connected to or had been established by the Communist International (Comintern), such as the International Red Aid, the International Workers’ Relief, the League Against Imperialism, the International of Seamen and Harbour Workers and the International Trade Union Committee of Negro Workers. The guiding light of these organisations was a radical interpretation of international solidarity, usually in combination with concepts and visions of gender, race and class as well as anti-capitalism, anti-imperialism, anti-colonialism and anti-fascism. All of these new transnational networks form a controversial part of the contemporary history of international organisations. Like the Comintern these international organisations had an ambigious character that does not fit nicely into the traditional typologies of international organisations as they were neither international governmental organisations nor international non-governmental organisations. They constituted a radical continuation of the pre-First World War Left and exemplified an attempt to implement the ideas and movements of a new type of radical international solidarity not only in Europe, but on a global scale. Nicholas Owen traces the efforts of British Radicals and socialists to identify forms of anti-imperialism in India which fitted comfortably with their existing beliefs and their sense of how authentic progressive movements were supposed to work. On the other side of the relationship, he charts the trajectory of the Indian National Congress, as it shifted from appeals couched in language familiar to British progressives to the less familiar vocabulary and techniques of Mahatma Gandhi. The new Gandhian methods of self-reliance had unwelcome implications for the work that the British supporters of Congress had traditionally undertaken, leading to the collapse of their main organisation, and the precipitation of anti-imperialist work into the turbulent cross-currents of left-wing British politics. Metropolitan anti-imperialism became largely a function of other commitments, whether communist, theosophical, pacifist, socialist or anti-fascist. Revealing the strengths and weaknesses of these connections, The British Left and India looks at the ultimate failure to create the durable alliance between anti-imperialists which the British Empire's governors had always feared. Drawing on a wide range of newly available archival material in Britain and India, including the records of campaigning organizations, political parties, the British government and the imperial security services, this book is a powerful account of the diverse and fragmented world of British metropolitan anti-imperialism.
