The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. Past and current economic policies in Africa are scrutinized to answer the question: how can African regions best foster new manufacturing industries and value chains across the continent? In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions. The book also addresses the controversial issue of international trade agreements between developing countries and the European Union or the USA and investigates whether these agreements impede or promote economic development in Africa. Book excerpt: This book traces the development and impact of regional economic communities (RECs) in Africa and addresses a timely question: do REC members, and the REC itself, positively influence member states’ behaviors towards other members and more broadly, regionally and continentally due to REC membership? ‘Changing member states’ behaviors’ is measured across three ‘interconnected, fundamental dimensions of societal-systems’ proposed by Marshall and Elzinga Marshall in CSP’s Global Repot 2017. These are i) the persistence of conflict or its counterpoint, achieving peace, ii) fostering democratization and better governance, and iii) achieving socio-economic development and (as proposed by this research, a fourth dimension), iv) being active participants in multilateralism? Is membership in a REC ultimately beneficial to the member and other countries in the region? While there are no clear and obvious – at least, discernible traditional – benefits such as increase in trade (perhaps because Africa’s overall trade relative to the world is about 3 percent), there are other non trade benefits (e.g., decrease in conflict, coercion to take certain actions towards peace and refrain from others, coups and wars) presenting in REC member states. These in/actions, abilities, coercions, exclusions and cooperation instances are outlined and discussed in the book.

However, regional governments do not place sufficient attention on the Blue Economy and its potential to stimulate economic growth. Of the 17 UN Sustainable Development Goals, goal Number 14 (Life Below Water) is the least funded. Less than 1% of Official Development Assistance goes toward this goal, and even private investment and funding from philanthropic organizations is grossly inadequate to meet Africa’s blue economy needs. It is vital for the international community to face up to the challenges of Africa’s Blue Economy and start working on solutions and for southern Africa’s Blue Economy policies and goals to be expanded. Just as sustainable development green initiatives show promise, so too could Blue Economy projects and activities. Southern Africa’s rich coastal and marine resources need to be managed on both a national and regional level if they are to be used in a long-term, sustainable way. This book provides, for the first time, a concise study of the constraints and opportunities that the Blue Economy offers for southern Africa and the role that the Southern African Development Community (SADC) could play in fostering a sustainable use of its ocean and coastal resources.
