Book excerpt: In many fields researchers wish to consider statistical models that allow for more complex relationships than can be inferred using only cross-sectional data. Panel or longitudinal data where the same units are observed repeatedly at different points in time can often provide the richer data needed for such models. Although such data allows researchers to identify more complex models than cross-sectional data, missing data problems can be more severe in panels. In particular, even units who respond in initial waves of the panel may drop out in subsequent waves, so that the subsample with complete data for all waves of the panel can be less representative of the population than the original sample. Sometimes, in the hope of mitigating the effects of attrition without losing the advantages of panel data over cross-sections, panel data sets are augmented by replacing units who have dropped out with new units randomly sampled from the original population. Following Ridder (1992), who used these replacement units to test some models for attrition, we call such additional samples refreshment samples. We explore the benefits of these samples for estimating models of attrition. We describe the manner in which the presence of refreshment samples allows the researcher to test various models for attrition in panel data, including models based on the assumption that missing data are missing at random (MAR, Rubin, 1976; Little and Rubin, 1987). The main result in the paper makes precise the extent to which refreshment samples are informative about the attrition process; a class of non-ignorable missing data models can be identified without making strong distributional or functional form assumptions if refreshment samples are available.

Book excerpt: Many individuals, groups, and federal agencies have a strong interest in finding answers to the numerous and complex questions regarding the health of Gulf War veterans. Various types of research and health measurement are needed to address these diverse issues. The Institute of Medicine (IOM) was asked by the Department of Veterans Affairs (VA) and the Department of Defense (DoD) to undertake a study to identify important questions concerning the health of Gulf War veterans and then to design a study to answer those questions. The committee determined that it is of fundamental importance to ask how healthy are Gulf War veterans? Are they as healthy as others? What characteristics are associated with differences between the health of Gulf War veterans and the health of others? To address these questions, it will be necessary to measure not only the health status of those who served in the Gulf War, but also to compare Gulf War veterans with other groups. Further, one must continue to follow these groups through time to determine whether the groups differ in the way their health status is changing. As the committee began to develop a design that would address the fundamental questions identified, it realized that such a study could have important implications for understanding not only the health of Gulf War veterans, but also the health of veterans of other conflicts.

Civil society is often weak, poverty and inequality high, political parties ephemeral and attachments to them weak, corruption rampant, and clientelism widespread. Voting decisions in developing democracies follow similar logics to those in advanced democracies in that voters base their choices on group affiliation, issue positions, valence considerations, and campaign persuasion. Yet developing democracies differ in the weight citizens assign to these considerations. Where few social identity groups are politically salient and partisan attachments are sparse, voters may place more weight on issue voting. Where issues are largely absent from political discourse, valence considerations and campaign effects play a larger role. Campaigns and Voters in Developing Democracies develops a theoretical framework to specify why voter behavior differs across contexts.

The technique uses various extensions of missing at random' assumptions that we customize for dynamic models. Our method, applicable to longitudinal data on persons or firms, is implemented using the Generalized Method of Moments with reweighting that appropriately corrects for the attrition bias caused by the missing data. We apply the method to the estimation of dynamic labor demand models. The results demonstrate that the correction is extremely important.
