Book excerpt: This thesis considers the following question: In large-scale systems involving many self-interested participants, how can we effectively allocate scarce resources among competing interests despite strategic behavior by the participants, as well as the limited computational power of the system? Work at the interface between computer science and economics has revealed a fundamental tension between the economic objective, that of achieving the goals of the system designer despite strategic behavior, and the computational objective, that of implementing aspects of the system efficiently. In particular, this tension has been most apparent in systems that allocate resources deterministically. The realization that careful use of randomization can reconcile economic and computational goals is the starting point for this thesis. Our contributions are twofold: (1) We design randomized mechanisms for several fundamental problems of resource allocation; our mechanisms perform well even in the presence of strategic behavior, and can be implemented efficiently. (2) En route to our results, we develop new and flexible techniques for exploiting the power of randomization in the design of computationally-efficient mechanisms for resource allocation in strategic settings.

Book excerpt: Combinatorial (or discrete) optimization is one of the most active fields in the interface of operations research, computer science, and applied math ematics. Combinatorial optimization problems arise in various applications, including communications network design, VLSI design, machine vision, air line crew scheduling, corporate planning, computer-aided design and man ufacturing, database query design, cellular telephone frequency assignment, constraint directed reasoning, and computational biology. Furthermore, combinatorial optimization problems occur in many diverse areas such as linear and integer programming, graph theory, artificial intelligence, and number theory. All these problems, when formulated mathematically as the minimization or maximization of a certain function defined on some domain, have a commonality of discreteness. Historically, combinatorial optimization starts with linear programming. Linear programming has an entire range of important applications including production planning and distribution, personnel assignment, finance, alloca tion of economic resources, circuit simulation, and control systems. Leonid Kantorovich and Tjalling Koopmans received the Nobel Prize (1975) for their work on the optimal allocation of resources. Two important discover ies, the ellipsoid method (1979) and interior point approaches (1984) both provide polynomial time algorithms for linear programming. These algo rithms have had a profound effect in combinatorial optimization. Many polynomial-time solvable combinatorial optimization problems are special cases of linear programming (e.g. matching and maximum flow). In addi tion, linear programming relaxations are often the basis for many approxi mation algorithms for solving NP-hard problems (e.g. dual heuristics).

Book excerpt: Multiobjective Resource Management Problems (m-RMP) involves deciding how to divide a resource of limited availability among multiple demands in a way that optimizes current objectives. RMP is widely used to plan the optimal allocating or management resources process among various projects or business units for the maximum product and the minimum cost. “Resources” might be manpower, assets, raw materials, capital or anything else in limited supply. The solution method of RMP, however, has its own problems; this book identifies four of them along with the proposed methods to solve them. Mathematical models combined with effective multistage Genetic Algorithm (GA) approach help to develop a method for handling the m-RMP. The proposed approach not only can solve relatively large size problems but also has better performance than the conventional GA. And the proposed method provides more flexibility to m-RMP model which is the key to survive under severely competitive environment. We also believe that the proposed method can be adapted to other production-distribution planning and all m-RAP models. In this book, four problems with m-RMP models will be clearly outlined and a multistage hybridized GA method for finding the best solution is then implemented. Comparison results with the conventional GA methods are also presented. This book also mentions several useful combinatorial optimization models in process system and proposed effective solution methods by using multistage GA. Note:Part of this book, once published in international journals SCI (Science Direct) inside, be accepted have five articles.

The emphasis is on efficient algorithms for resource management. This research project has two main components The first is development of well founded algorithmic techniques for online resource allocation where one needs to make decisions based on partial data and without knowledge of the future. The main goal is to develop techniques that lead to provable guarantees on worst case performance and ensures good performance on average. Research on these problems consists of both theoretical analysis and simulation based studies. The second component is design of efficient offline resource allocation algorithms based on multi commodity flow techniques. The difference between this work and existing efforts is that we are designing and tuning the algorithms to produce approximate solutions instead of designing algorithms to produce exact solutions in theory. The result is code that is orders of magnitude faster than existing code and which achieves a precision of better than 1.

Many of these papers are the work of PhD or Masters students from Asian countries including - rea, Japan, Indonesia, Malaysia, Iran, India, and Vietnam. In accordance with the rules, each submission was carefully peer-reviewed by three Program C- mittee referees. Only 19 submissions were accepted as regular papers, with a competitive rate of 33%. Additionally, the Program Committee decided to accept 22 short papers mainly written by graduate students, allowing our young colleagues an opp- tunity to present their work and new perspectives. These fresh perspectives enhanced our experienced of the conference and complemented the high quality of the professional papers submitted.
