Book excerpt: This paper presents the results from exploratory primary research into the role of the internet in the radicalisation of 15 terrorists and extremists in the UK. In recent years, policymakers, practitioners and the academic community have begun to examine how the internet influences the process of radicalisation: how a person comes to support terrorism and forms of extremism associated with terrorism. This study advances the evidence base in the field by drawing on primary data from a variety of sources: evidence presented at trial, computer registries of convicted terrorists, interviews with convicted terrorists and extremists, as well as police senior investigative officers responsible for terrorist investigations. The 15 cases were identified by the research team together with the UK Association of Chief Police Officers (ACPO) and UK Counter Terrorism Units (CTU). The research team gathered primary data relating to five extremist cases (the individuals were part of the Channel programme, a UK government intervention aimed at individuals identified by the police as vulnerable to violent extremism), and ten terrorist cases (convicted in the UK), all of which were anonymised. Our research supports the suggestion that the internet may enhance opportunities to become radicalised and provide a greater opportunity than offline interactions to confirm existing beliefs. However, our evidence does not necessarily support the suggestion that the internet accelerates radicalisation or replaces the need for individuals to meet in person during their radicalisation process. Finally, we didn't find any supporting evidence for the concept of self-radicalisation through the internet.--

The first part sets the context with a brief history of the changing threat to the United Kingdom and to UK interests overseas from international terrorism, examines the present threat, the factors which are shaping it and the assumptions about how it may develop. The second part sets out the principles which will govern the strategy, including a commitment to human rights and the rule of law, recognition of the need to address the causes as well as the symptoms of terrorism and the need to co-operate with other countries. The four main streams of the CONTEST strategy are: (1) pursue - to stop terrorist attacks; (2) prevent - to stop people becoming terrorists or supporting violent extremism; (3) protect - to strengthen our protection against terrorist attack; (4) prepare - where an attack cannot be stopped, to mitigate its impact. The third part of the document outlines who will deliver the strategy and how its impact will be measured. The document concludes with a section explaining the importance of communications as a part of the counter-terrorism strategy.

In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future. Chapters cite numerous examples from the 2016 political election, the Russia investigation into the Trump Campaign, ISIS, domestic US terrorists, among many other examples of extremist and radicalizing rhetoric. The book illustrates throughout that this contrived and manufactured bliss has fueled the rise and perpetuation of hate crimes, radicalism, and violence in such groups as ISIS, Boko Haram, Neo-Nazis, white separatists, and white supremacists in the United States—in addition to perpetuating ethnic cleansing actions around the world.
