These activities have received little scholarly attention. This volume aims to begin to fill this gap by documenting the micro-processes through which an anti-trafficking framework has been translated, implemented and resisted in mainland and island Southeast Asia. The detailed ethnographic accounts in this collection examine the everyday practices of the diverse range of actors involved in trafficking-like practices and in anti-trafficking initiatives. In demonstrating how the anti-trafficking framework has become influential – and even over-determining – in some border sites and yet remains mostly irrelevant in others, the chapters in this collection explore the complex connections between labour migration, migrant smuggling and human trafficking.

It explores different dimensions of private and public apparatuses through which the governmentality of child trafficking manifests itself at a regional and interregional level. It investigates questions linked to the diffusion of the child trafficking norm between and within regions and stakeholders; to the criminalization and vulnerabilization of child traffickees; and to private governance of anti-trafficking initiatives, in particular concerning social sustainability of business supply chains. Drawing on extensive fieldwork with government, police, justice, civil society, multilateral organizations, and businesses in the EU and in ASEAN, the book argues that child traffickees are subjected not only to physical and psychological violence but also to structural violence. The book concludes with suggestions to improve current anti-trafficking regimes. This Innocenti Insight presents an analysis of anti-trafficking measures aimed to improve the situation of children. Produced in cooperation with the UNICEF regional office and the eight UNICEF country offices in South Asia, the study assesses national legal and policy frameworks and recommends actions that apply a rights-based approach to address the problem of child trafficking. Emphasis is placed on the wide-ranging impacts of trafficking, exploitation and abuse on the fulfilment of children's rights and fundamental freedoms, on the indivisibility of these rights and on the holistic nature of required solutions. The study underscores that to ensure a comprehensive and effective approach to child trafficking, exploitation and abuse, measures must be developed and implemented in full correspondence with the Convention on the Right of the Child and the broader framework of human rights. This report is the final in a series of three publications emerging from the South Asia research.
