Book excerpt: In November 1995, a car bomb exploded in Riyadh, Saudi Arabia, killing five Americans who were working at the Office of the Program Manager, Saudi Arabian National Guard. A few months later, in June 1996, another terrorist bomb detonated near Dhahran, Saudi Arabia. The explosion killed 19 U.S. service personnel living in a high-rise apartment building at the Khobar Towers military complex. Hundreds more were injured. Soon after the Khobar Towers bombing, the Secretary of Defense appointed a task force headed by retired four-star Army General Wayne A. Downing to investigate the incident and make recommendations on how to prevent or minimize the damage of future attacks. The Downing Assessment Task Force completed its work in August 1996. The Secretary of Defense on the whole concurred with the task force's report and announced a series of measures intended to improve the protection of deployed U.S. forces. He said that the threat of sophisticated, organized terrorism against our overseas forces was now a fact of life and that U.S. leaders must adopt a 'radically new mind-set' with regard to international terrorism. In early 1997, the Chairman of the Joint Chiefs of Staff provided a status report to Congress on DOD'S response to the Downing task force. The Chairman stated DOD was implementing all of the task force's recommendations.

Book excerpt: "According to the 9/11 Commission, constraining the mobility of terrorists is one of the most effective weapons in fighting terrorism.This report (1) describes key gaps the U.S. government has identified in foreign countries' capacity to prevent terrorist travel overseas, (2) evaluates how U.S. capacity-building efforts address those gaps, and (3) assesses the extent to which the U.S. government is measuring progress in its efforts to close those gaps.To identify the key gaps, GAO reviewed governmentwide assessments of vulnerabilities in the international travel system. GAO reviewed the strategies and documentation of U.S. agencies funding and/or implementing foreign capacity-building efforts to prevent terrorist travel overseas, including those of the Departments of State (State)-which coordinates U.S. efforts overseas-Defense (DOD), Homeland Security (DHS), Justice (DOJ), and the U.S. Agency for International Development (USAID). GAO also interviewed officials from the National Security Staff, of the National Security Council (NSC), which oversees counterterrorism policy. GAO met with these agencies and conducted field work in Kenya, Pakistan, the Philippines, and Thailand. GAO recommends that (1) State develop a mechanism to improve coordination of various agencies' efforts to provide fraudulent travel document training to foreign partners, and (2) NSC develop a mechanism to measure, track, and report on overall progress toward the goal..."

The responders, who may Include firefighters, emergency medical service personnel, and hazardous materials technicians, must identify the agent used in rapidly decontaminated victims and apply appropriate medical treatments. They must determine whether the agent has spread beyond the incident site and what actions should be taken to protect other people. They must also be concerned about damage to the physical infrastructure and about coordinating efforts with law enforcement personnel as they conduct their investigation. If the incident overwhelms the capabilities of state and local responders, they may turn to the federal government for assistance. Federal agencies may provide assistance by deploying various response teams. In response to your request, we reviewed federal agency teams that can respond to and help manage the consequences of a domestic terrorist Incident involving chemical, biological, radiological, or nuclear agents or weapons. This report discusses (1) the characteristics of federal response teams, (2) whether duplication among teams belonging to different agencies exists, (3) the budget requirements process for teams and how the budgets are linked to a national strategy; and (4) initiatives to improve the operational coordination of federal response teams across agency lines.
