The responders, who may Include firefighters, emergency medical service personnel, and hazardous materials technicians, must identify the agent used in rapidly decontaminated victims and apply appropriate medical treatments. They must determine whether the agent has spread beyond the incident site and what actions should be taken to protect other people. They must also be concerned about damage to the physical infrastructure and about coordinating efforts with law enforcement personnel as they conduct their investigation. If the incident overwhelms the capabilities of state and local responders, they may turn to the federal government for assistance. Federal agencies may provide assistance by deploying various response teams. In response to your request, we reviewed federal agency teams that can respond to and help manage the consequences of a domestic terrorist Incident involving chemical, biological, radiological, or nuclear agents or weapons. This report discusses (1) the characteristics of federal response teams, (2) whether duplication among teams belonging to different agencies exists, (3) the budget requirements process for teams and how the budgets are linked to a national strategy; and (4) initiatives to improve the operational coordination of federal response teams across agency lines.

Book Combating terrorism need for comprehensive threat and risk assessments of chemical and biological attacks report to congressional requesters

Download or read book Combating terrorism need for comprehensive threat and risk assessments of chemical and biological attacks report to congressional requesters written by and published by DIANE Publishing. This book was released on 1999 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chemical and biological experts and intelligence agency officials believe that the ease or difficulty for terrorists to cause mass casualties with an improvised chemical or biological weapon or device depends on the chemical or biological agent selected. Experts from the scientific, intelligence, and law enforcement communities told us that terrorists do not need sophisticated knowledge or dissemination methods to use toxic industrial chemicals such as chlorine. In contrast, terrorists would need a relatively high degree of sophistication to successfully cause mass casualties with some other chemical and most biological agents. Specialized knowledge would be needed to acquire the right biological agent or precursor chemicals,3 process the chemical or biological agent, improvise a weapon or device, and effectively disseminate the agent to cause mass casualties. Throughout the different stages of the process, terrorists would run the risk of hurting themselves and of being detected and would have to overcome technical and operational challenges. Some virulent biological agents and precursor chemicals are difficult to obtain, and others are difficult to process or produce, especially in the quantities needed to cause mass casualties. In addition, effective dissemination of chemical and biological agents can be disrupted by environmental and meteorological factors. Terrorists with less sophistication could make a chemical or biological weapon and disseminate agents, but these would be less likely to cause mass casualties.

Book Terrorism Asymmetric Warfare and Weapons of Mass Destruction

Download or read book Terrorism Asymmetric Warfare and Weapons of Mass Destruction written by Anthony H. Cordesman and published by Bloomsbury Publishing USA. This book was released on 2001-11-30 with total page 462 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a wide spectrum of potential threats to the U.S. homeland that do not involve overt attacks by states using long-range missiles or conventional military forces. Such threats include covert attacks by state actors, state use of proxies, independent terrorist and extremist attacks by foreign groups or individuals, and independent terrorist and extremist attacks by residents of the United States. These threats are currently limited in scope and frequency, but are emerging as potentially significant issues for future U.S. security. In this comprehensive work, Cordesman argues that new threats require new thinking, and offers a range of recommendations, from expanding the understanding of what constitutes a threat and bolstering Homeland defense measures, to bettering resource allocation and improving intelligence gathering and analysis. No pattern of actual attacks on U.S. territory has yet emerged that provides a clear basis for predicting how serious any given form of attack might be in the future, what means of attack might be used, or how lethal new forms of attack might be. As a result, there is a major ongoing debate over the seriousness of the threat and how the U.S. government should react. This work is an invaluable contribution to that debate.

Book Bioterrorism The History of a Crisis in American Society

Download or read book Bioterrorism The History of a Crisis in American Society written by David McBride and published by Taylor & Francis. This book was released on 2022-07-30 with total page 848 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although at the start of the 21st century bioterrorism was newly feared by the public at large, it is one threat that institutions have attempted to anticipate for years. Originally published in 2003, and now with a new introduction, this unique 2-volume collection provides a multi-disciplinary resource on the challenges bioterrorism poses for American society and institutions, from both legal and political institutions, on one hand, to public health and medical institutions on the other. Volume one documents and analyses the challenge bioterrorism poses to these political, economic and legal institutions, putting bioterrorism into its historical context as a problem discussed and anticipated by government for decades. Volume two documents the challenges bioterrorism poses to public health and public policy as a weapon of disease and fear. The materials in these volumes provide case histories and discourse by specialists relating to the ways that the bioterrorism threat has been perceived and approached by US health and law institutions.

Book Law and Bioterrorism

Download or read book Law and Bioterrorism written by Victoria Sutton and published by . This book was released on 2003 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Law and Bioterrorism includes cases, statutes, and materials which address the legal issues that arise in the context of bioterrorism, national security, and public safety. Sutton begins with an examination of the history of bioterrorism as a domestic crime and includes cases which have been decided under new federal criminal statutes specifically constructed to address the threat of bioterrorism. Next, there is an examination of the issues of federalism in a public health context and the problems with the current federal government intragovernmental organization. Sutton then looks at the role of the state in public health law as well as at civil rights interests in a biological attack context. Quarantine laws are examined, and a proposed model for a public health emergency powers act is considered. Finally, the conclusion considers the future and the possibility of a new legal framework for addressing bioterrorism threats and national security.
