Improvements have been made at the Joint Staff, the geographic combatant command, and the installation levels. Specifically, more guidance is available to help develop and implement programs; many physical security vulnerabilities have been corrected; and in cases where vulnerabilities cannot be corrected, commanders have taken actions to mitigate potential damage. Such actions included adding fragment retention film to windows, installing barriers, moving personnel into base housing, erecting fences, and moving parking lots. Although improvements in AT/FP have been made, physical security and procedural problems (i.e., a lack of personnel alerting systems and access control and AT/FP plans) continue to put U.S. forces at risk of terrorist attack.
