Book excerpt: The Department of Energy (DOE) maintains emergency response capabilities and assets to quickly respond to potential nuclear and radiological threats in the United States. These capabilities are primarily found at DOE's two key emergency response facilities--the Remote Sensing Laboratories at Nellis Air Force Base, Nevada, and Andrews Air Force Base, Maryland. These capabilities took on increased significance after the attacks of September 11, 2001, because of heightened concern that terrorists may try to detonate a nuclear or radiological device in a major U.S. city. DOE is not the only federal agency responsible for addressing nuclear and radiological threats. The Department of Homeland Security (DHS) is responsible for preparing the country to prevent and respond to a potential nuclear or radiological attack. This testimony discusses (1) the benefits of using DOE's aerial background radiation surveys to enhance emergency response capabilities and (2) the physical security measures in place at DOE's two key emergency response facilities and whether they are consistent with DOE guidance. It is based on GAO's report on DOE's nuclear and radiological emergency response capabilities, issued in September 2006 (Combating Nuclear Terrorism: Federal Efforts to Respond to Nuclear and Radiological Threats and to Protect Emergency Response Capabilities Could be Strengthened [Washington, D.C.: Sept. 21, 2006]).

Despite Cold War tensions and the rise of global terrorism, nuclear weapons have not been used in conflict since Hiroshima and Nagasaki in 1945. Efforts such as strategic deterrence, arms control and non-proliferation agreements, and the U.S.-led global counterterrorism have helped to keep nuclear incidents at bay. However, the nation's success to date in countering nuclear terrorism does not come with a guarantee, success often carries the risk that other challenges will siphon away attention and resources and can lead to the perception that the threat no longer exists. This report found that U.S. efforts to counter nuclear or radiological terrorism are not keeping pace with the evolving threat landscape. The U.S. government should maintain a strategic focus and effort on combatting terrorism across the national security community in coordination with international partners, State, Local, Tribal and Territorial authorities, the National Laboratories, universities and colleges, and civil society. Developing and sustaining adequate nuclear incident response and recovery capabilities at the local and state levels will likely require significant new investments in resources and empowerment of local response from Federal Emergency Management Agency (FEMA), working with the Centers for Disease Control and Prevention, Environmental Protection Agency, Department of Energy, and National Institutes of Health.

The responders, who may Include firefighters, emergency medical service personnel, and hazardous materials technicians, must identify the agent used in rapidly decontaminated victims and apply appropriate medical treatments. They must determine whether the agent has spread beyond the incident site and what actions should be taken to protect other people. They must also be concerned about damage to the physical infrastructure and about coordinating efforts with law enforcement personnel as they conduct their investigation. If the incident overwhelms the capabilities of state and local responders, they may turn to the federal government for assistance. Federal agencies may provide assistance by deploying various response teams. In response to your request, we reviewed federal agency teams that can respond to and help manage the consequences of a domestic terrorist Incident involving chemical, biological, radiological, or nuclear agents or weapons. This report discusses (1) the characteristics of federal response teams, (2) whether duplication among teams belonging to different agencies exists, (3) the budget requirements process for teams and how the budgets are linked to a national strategy; and (4) initiatives to improve the operational coordination of federal response teams across agency lines.
