This report is a review of: (1) the degree to which DHS's criteria for a significant increase in operational effectiveness address the limitations of existing radiation detection equipment; (2) the rigor of ASP testing and preliminary test results; and (3) the ASP test schedule. GAO was asked to review (1) the degree to which DHS's criteria for a significant increase in operational effectiveness address the limitations of existing radiation detection equipment, (2) the rigor of ASP testing and preliminary test results, and (3) the ASP test schedule. GAO reviewed the DHS criteria, analyzed test plans, and interviewed DHS officials. GAO recommends that DHS assess ASPs against the full potential of current equipment and revise the program schedule to allow time to conduct computer simulations of ASPs' capabilities and to uncover and resolve problems with ASPs before full-scale deployment.

CBP uses radiation portal monitor (RPMs) at nearly all land border crossings and seaports to detect radiation in trucks and cargo. DHS recently canceled acquisition of advanced spectroscopic portal monitor (ASPs), which was originally envisioned as costing from $2 billion to $3 billion. This report examines (1) the results of ASP testing conducted in 2009 and 2010 that led to DHS's decision to cancel the ASP program; and (2) the benefits of lessons learned reviews and how DHS captures any lessons learned when programs are canceled.
