In Combating Jihadism Barak Mendelsohn argues that the distinctiveness of the al-Qaeda threat led the international community to change its approach to counterterrorism. Contrary to common yet erroneous conceptions, the United States, in its role as a hegemon, was critical for the formulation of a multilateral response. While most analyses of hegemony have focused on power, Mendelsohn firmly grounds the phenomenon in a web of shared norms and rules relating to the hegemon’s freedom of action. Consequently, he explains why US leadership in counterterrorism efforts was in some spheres successful, when in others it failed or did not even seek to establish multilateral collaborative frameworks. In Jihadism Constrained,Barak Mendelsohn suggests that although jihadi terrorism is a serious challenge, it must not be exaggerated. Transnational terrorist organizations and jihadi transnational groups in particular face three central challenges: How to create a polity that is based on religious affiliation when most people identify with national and sub-national identities? How to generate political effects across borders? And how to produce unity among all components of the transnational movement? The book argues that transnational jihadism has been struggling on all three fronts. Success of armed nonstate actors hinges on their ability to mobilize the masses, but transnational jihadis persuaded only a tiny fraction of the world’s Muslims to abandon their other identity markers and support a faith-based global polity that promotes an extreme interpretation of Islam. As military pressure endangers cross-border activities, jihadi groups introduced local branches only to find that such localization undermines their transnational agenda. Jihadi groups also lack a viable plan to turn armed success in separate states into cross-border political effects. Finally, jihadis regularly fall into internal conflicts. These conflicts are exacerbated by the use of Islamic discourse that renders compromise and reconciliation particularly difficult.

Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. She demonstrates how this marginal narrative transformed al-Qaeda from a relatively hierarchical and regional organization to a globalized, decentralized, and diffuse system of networks. She draws connections between religious ideas and strategy in her translation and analysis of leading theoretical and tactical jihad text, The Global Islamic Resistance Call, by Mustafa abu Mus’ ab al-Suri. Just as importantly, she questions al-Qaeda’s understanding of the Islamic tradition on the use of force, arguing that it reflects a weak understanding of this tradition. More specifically, it is al-Qaeda’s (and related groups’) break with this tradition that is key to an al-Qaeda defeat. Simultaneously, Zehr critiques the US military and policy establishment as it attempts to offer counter-narratives to the al-Qaeda phenomenon that emphasizes “good Muslims” versus “bad Muslims” in order to embrace a “moderate” form of Islam. According to Zehr, this approach is misguided: it is beyond the US government’s purview and expertise to make such theological claims about Islam. Better, she argues, to note the counter-narratives that are coming from within the Muslim community and other nongovernment institutions interested in moving this work forward. By refocusing our attention on al-Qaeda’s narrative and the various ways thatit is being contested, the book provides an alternate lens from which to viewal-Qaeda and the al-Qaeda phenomenon for Islamic and US foreign policy scholars and students.

We must apply the right tools to eliminate such ideology that corrupted millions of minds.
